BEIJING, Aug. 19 (Xinhua) -- Chinese top legislator Wu Bangguo met with a U.S. congress delegation led by Howard L. Berman, chairman of the House Foreign Affairs Committee, here on Wednesday.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, spoke positively of the recent growth of the bilateral relations. URUMQI, Sept. 5 (Xinhua) -- The party chief of Urumqi and police chief of northwest China's Xinjiang Uygur Autonomous Region were removed from their posts Saturday. The removal came after the July 5 riot in Urumqi which left 197people dead and following syringe attacks in the city that caused panic among the public. Li Zhi, 59, secretary of the Urumqi Municipal Committee of the Communist Party of China (CPC), was replaced by Zhu Hailun, 51, secretary of the CPC Xinjiang Autonomous Regional Political and Legislative Affairs Committee, according to a decision by the CPC Xinjiang Autonomous Regional Committee and approved by the CPC Central Committee.     Li was appointed the Urumqi party chief in November, 2006.     Also on Saturday, Xinjiang's police chief Liu Yaohua was replaced by Zhu Changjie, party chief of Xinjiang's Aksu Prefecture. Zhang Hong said on Friday the situation was basically under control in the city.     SYRINGE ATTACKS     Fresh protests broke out this week after hundreds of Urumqi residents reported that they were stabbed by syringes. Five people were dead and at least 14 people hospitalized over injuries in the protests.     Tens of thousands of people took to the streets to protest against the syringe attacks and demand security guarantees.     By Thursday, local hospitals had dealt with 531 victims of hypodermic syringe stabbings, 106 of whom showed obvious signs of needle attacks.     Chinese military medical experts on Saturday ruled out the possibility that radioactive substance, anthrax and toxic chemical were used in recent syringe attacks in Urumqi City.     "According to the preliminary test results, such possibilities can be ruled out," said Qian Jun, director of Disease Control and Biological Security Office with China's Academy of Military Medical Sciences.     Qian said he, along with other five medical experts from the military, had examined medical records of more than 200 victims since Friday.     Samples had been sent to Beijing for further test, Qian added.     Xinjiang police has captured 25 suspects amid the syringe scare, of whom seven are in police custody, four were arrested and four others were referred for criminal prosecution.     Four suspects, three men and one woman, have been prosecuted for endangering public security, said Wutkur Abdurahman, procurator general of the city's procuratorate Saturday.     The four, all from the Uygur ethnic group, were involved in three cases.     Two suspects threatened a taxi driver with a syringe and robbed him, one suspect allegedly inserted a pin into a woman's buttock at a roadside fruit stall, and the other injured police when resisting arrest with a syringe that contained drug.     SOCIAL ORDER BACK TO NORMAL     Xinhua reporters witnessed Saturday that most of the buses in Urumqi had resumed operation. People could be seen on buses, some of which were even a bit crowded. Many were waiting at bus stops.     A large number of customers could be seen at the Carrefour Supermarket at Nanhunanlu Road. Long queues were seen in front of the cashiers at noon.     In Hepingnanlu Road and Xinhuananlu Road, areas mainly inhabited by people of Uygur ethnic group, shops on both sides of the roads have resumed operation.     Situation in Urumqi came under control Friday, as there were no major protests in the city. Small crowds, which gathered "in a fewlocations," were soon dispersed, said Executive Deputy Mayor ZhangHong. BANGKOK, Aug. 15 (Xinhua) -- China's Commerce Minister Chen Deming and the economic ministers from 10 ASEAN member states Saturday morning signed the ASEAN-China Investment Agreement during the 41st ASEAN Economic Ministers Meeting (AEM) and related meetings here. The signing of the investment agreement, together with already-signed China-ASEAN agreements of the trade in goods and services, completed the negotiation process of China-ASEAN Free Trade Area (FTA), which is to be realized by January 1, 2010.     "The China-ASEAN FTA will be an advanced FTA that covers an extensive area of 13,000,000 square kilometers with a population of 1.9 billion ", Chen told Xinhua after the signing ceremony.     The Investment Agreement, 27 clauses included, tries to provide a free, transparent and justice investment mechanism for investors from both sides, who can enjoy most-favored-nation treatment, citizen treatment, and fair and equitable treatment on reciprocal investment, said Zhang Kening, Counselor from the International Department of the Chinese Commerce Ministry. China's Commerce Minister Chen Deming (2nd L seated) and Thai Commerce Minister Pornthiva Nakasai (3rd L seated) sign the ASEAN-China Investment Agreement during the 41st ASEAN Economic Ministers' Meeting in Bangkok, capital of Thailand, Aug. 15, 2009    China and the 10-nation Association of Southeast Asian Nations (ASEAN) launched their cooperation dialogue in 1991 and signed the China-ASEAN Framework Agreement on Comprehensive Economic Cooperation in 2002, proposing the ASEAN-China FTA by Jan. 1, 2009.     After the two sides had negotiated since 2003, the agreement would expand trade and investment between ASEAN and China as well as enhance economic ties with China, Thailand's Commerce Minister Porntiva Nakasai said in a news release.     Both sides agreed to support foreign direct investment of their investors, as well as promote and protect investments of Parties to the Agreement by giving non-discriminatory and fair treatment to investors, compensating investors in case of expropriation and providing for investors-State dispute settlement, Porntiva said.     Investment facilitation and protection will result in increase in production, exports, and trade volume of both sides, Porntiva said.     Porntiva said China is an important trade partner of ASEAN and is the fourth largest export market of ASEAN. In 2009 (January-September) ASEAN export to China was approximately 85.6 billion U.S. dollars.     China is the third largest source of import of ASEAN. Imports from China valued at nearly 107.0 billion U.S. dollars, the Thai minister said.     This will lead to an increase in green field investments and reinvestment of profit in sustainable way. This is in line with the objectives of the ASEAN Economic Community, she said.     China is the 8th largest investor in ASEAN, with accumulated investments as of 2008 valued at 6.1 billion U.S. dollars, while ASEAN accumulated investments in China as of 2008 were valued at 5.6 billion U.S. dollars, she said.     The 41st meetings have been focusing on the economic integration within the ASEAN region as the ASEAN Economic Community is expected to complete in 2015, in which investment, capital and skilled labor can flow freely.     Thai Deputy Prime Minister Korbsak Sabhavasu, who presided over the official opening ceremony on Friday, said that it is crucial that the ASEAN region will be the outward-looking group since it is essential to live harmoniously within other community in the world as the ultimate goal for ASEAN integration.     Prior to the official opening ceremony, high level officials from the 10 ASEAN-member countries began on Wednesday discussing and setting up economic policies and topics prior to submitting to the related ministers on these following days.     And, on Thursday, the ASEAN economic ministers and Indian Minister of Commerce and Industry Anand Sharma signed a long-awaited free trade agreement (FTA) for trade in goods after over six years of intense negotiations.

NEW YORK, Aug. 31 (Xinhua) -- Oil prices plummeted to below 70 U.S. dollars a barrel on Monday as investors were rattled by the sharp decline in China's equities market.     Light, sweet crude for October delivery lost 2.78 dollars, or 3.8 percent, to settle at 69.96 dollars a barrel on the New York Mercantile Exchange. The contract fell to the intraday low of 69.13 dollars a barrel. Global stock markets dropped broadly after China's Shanghai Composite Index dived almost 7 percent, spurring concerns about the pace of world economic recovery.     Oil prices have found support from optimism that a potential turnaround in the economy could boost flagging fuel consumption, which sent the futures up to a fresh ten-month high of 75 dollars a barrel. However, oil failed to break the 75-dollar psychological barrier and fell back to around 70 dollars a barrel as investors were worried that the market might have gotten too far ahead of the economy.     In London, Brent Crude for October delivery tumbled 3.52 dollars, or 4.8 percent, to 69.27 dollars a barrel on the ICE Futures exchange.
