Flight-certification testing for Boeing’s 737 Max, which has been grounded since March 2019 because of two deadly crashes, could begin as early as Monday, according to an Federal Aviation Administration email sent Sunday to congressional oversight committees.The company needs clearance from the FAA before the planes can fly again, and the test flights, with FAA test pilots, are a key step. They would take several days and would evaluate Boeing’s proposed changes to the automated flight control system on the Max.The flight control system, triggered by faulty readings from sensors, pushed the planes into nosedives that led to crashes in Indonesia and Ethiopia, killing 346 people.Even if no new problems are discovered during the test flights, it’s likely to take at least a month to get pilots trained and get mothballed planes upgraded, inspected and serviced. The FAA has to sign off on Boeing’s pilot-training program, and a panel of international regulators will comment on minimum pilot training too.Boeing said it deferred to the FAA and global regulators on the Max certification process.Nearly 400 Max planes had been delivered to airlines before they were grounded, and Boeing has built several hundred more. 1232

Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. Meanwhile, Davis introduced a resolution that encourages the Department of the Navy to take a leading role in the mitigation of cross-border spills that impact national security. A spokesman for Rep. Former Trump campaign aide Sam Nunberg arrived at District Court in Washington, DC, Friday morning, where he is expected to deliver federal grand jury testimony as part of special counsel Robert Mueller's investigation.Nunberg is the first recognizable Trump campaign affiliate to appear at a hearing related to Mueller's investigation into Russian meddling in the 2016 election by walking through the main entrance of the federal courthouse and heading to the grand jury area. Other witnesses have presumably testified before Mueller's grand jury since it started meeting last July, but none have made as public an appearance.  641

For the fourth time, Democrats in Wisconsin believe they have a chance to finally defeat Gov. Scott Walker and steer the state back to the left after eight years of Republican rule.First, though, the party will have to use Tuesday's primary to sort through its own crowded field of little-known candidates to find a nominee to oppose Walker.Tuesday's primaries in two key Upper Midwestern states -- Wisconsin and Minnesota -- will kick off Democrats' midterm push to capitalize on President Donald Trump's unpopularity and wrest back the dominant positions they once held in the states.The two states will join Ohio, Michigan and Illinois on the list of Midwestern battlegrounds with governor's offices on the ballot this fall that Democrats believe they can win.Walker, who frustrated Democrats in 2010, rolled back union rights in 2011, survived a 2012 recall election, and won again in 2014, looks vulnerable this year. A recent poll by NBC News/Marist found him trailing his potential challenger Tony Evers. He has warned Republicans repeatedly that the party faces an enthusiasm gap. And the progressive candidate's victory in a state Supreme Court election earlier this year buoyed the left's hopes there.In Wisconsin's wide-open Democratic gubernatorial primary, the leading candidate is Evers, who has been the state superintendent of public instruction since 2009.Polls have shown him with a lead of at least three-to-one. But the highest he's been in any recent public poll is 31% -- reflecting how little voters know about the vast field of potential Walker opponents.The two candidates who have received the most national attention are firefighter union president Mahlon Mitchell and former state Rep.
