CASA DE ORO (CNS) - A person was found dead today under suspicious circumstances in a residential neighborhood near Mount Helix.The fatality in the 4400 block of Carmen Drive in Casa De Oro was reported shortly before 1:30 p.m., according to sheriff's officials.After deputies confirmed the death, homicide detectives were called in to take charge of the investigation, Lt. William Amavisca said.Further details about the case, including the victim's identity and cause of death, were not immediately available. 519

CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said. He accepted his commission as a Marine Corps officer on May 5, 2017. Through his military career, he had been awarded the National Defense Service Medal and the Global War on Terrorism Service Medal."We recognize that military operations are inherently dangerous and we take extreme precautions to ensure the safety and welfare of our Marines. This is a tragic accident and we are heartbroken at the loss of a member of our Marine Corps family. We will do all we can to comfort the family, friends and colleagues of Lt McDowell," the 1st Marine Division said in a release.The six other Marines injured in the crash were taken to a local hospital with injuries not considered serious. CARMEL VALLEY (KGTV) - A man threatened to shoot a clerk at the Everbowl in Carmel Valley and ran away with cash on Saturday night, San Diego Police said.According to police, an armed man entered the restaurant shortly before 6 p.m. and demanded cash. The clerk gave him an unknown amount of money, and the suspect ran away.The suspect was last seen running through the parking lot. He is described as a white man, 30 to 40 years old, about 5' 11" tall with a medium build. He was unshaven and wearing a blue hooded jacket, dark beanie and jeans.Anyone with information is asked to call San Diego Police. 617
