SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility. SAN DIEGO (KGTV) – A shipment from Mexico containing over 200 non-FDA approved COVID-19 test kits was seized at San Diego International Airport, U.S. Customs and Border Protection officials announced Wednesday.CBP officials said the shipment of two packages arrived at the airport on Dec. 1 from a flight out of Mexico. In a news release, officials said the shipment was manifested as “plastic card” and then taken for inspection.Officers found 251 COVID-19 test kits inside the packages, and they were then evaluated by FDA officials.An inspection by the FDA found the kits were misbranded, and the shipment “did not have an FDA Emergency Use Authorization and violated the Federal Food, Drug and Cosmetic Act.”The kits, with a domestic value of ,000, were seized by CBP officers, with Homeland Security notified of the shipment.CBP San Diego Director of Field Operations Anne Maricich said, “I am proud of how vigilant our officers are when it comes to protecting our communities, they stopped the entry of unauthorized, unproven and potentially unsafe goods into the United States.
