SAN DIEGO (CNS) - The caregiver for a 74-year-old man who died in her care and another senior who were both involuntarily locked away at her various San Diego residences was sentenced Friday to 13 years in state prison.Shirley Montano, 53, pleaded guilty earlier this year to charges of voluntary manslaughter, false imprisonment of a dependent adult and perjury.A murder charge stemming from the death of Robert Chagas was dropped under the plea agreement.RELATED: Woman to stand trial for senior's death, abuse of elderly womanProsecutors alleged the defendant withheld food from Chagas and Josefina Kellogg, 61, causing their health to deteriorate over the course of several years, during which she moved often and relocated them, as well.Chagas died Oct. 7, 2016, at Sharp Memorial Hospital of pneumonia, which prosecutors argued was exacerbated by severe malnutrition he suffered under Montano's care.While the victims lived with Montano, she used their social security checks and other government benefits to buy herself a truck, among other personal purchases, and gambled away their money at local casinos, according to prosecutors.Testimony from Montano's 2019 preliminary hearing indicated Chagas and Kellogg were kept isolated from others and were confined to their respective bedrooms. CBP fully closed the San Ysidro Port of Entry to vehicles from 11:30 a.m. to around 5 p.m. Nov 25 after a group of asylum-seeking members of the migrant caravans in Tijuana attempted to cross the border and illegally enter the U.S. CBP agents used tear gas and pepper ball guns to quell the crowds. Roughly 5 billion in annual gross regional product in San Diego and Imperial counties is reliant on interborder commerce. ``You can appreciate that there's a lot of concern in that part of our state from business owners, especially when the president has threatened to `permanently close the border,' that there would be real economic harm to that region,'' Harris said. SAN DIEGO (CNS) - San Diego State University reported 23 new student cases of COVID-19 Sunday, bringing the total number of cases to 621 since the fall semester began Aug. 24.University officials said they were aware of 617 confirmed cases among students and four probable cases.The university has not received any reports of faculty or staff who have tested positive since fall instruction began, SDSU health officials said.The majority of the 621 cases are students living off-campus in San Diego. About 75% of students testing positive live in off-campus housing not managed by the university, with 73% of the cases among the freshman and sophomore classes, officials said.The university said the information is based on cases reported to Student Health Services by an individual or by a public health official."As more private labs administering tests, a possibility exists that not all cases are being reported to Student Health Services," according to the SDSU COVID-19 website. SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said.
