SAN DIEGO (KGTV) -- High surf is creating dangerous conditions for swimmers hitting the beach throughout San Diego County. A High Surf Advisory is in effect San Diego coastal cities from Monday morning at 8 A.M. until Tuesday night at 10 P.M.Just before 10 A.M. Monday, SDFD Lifeguards shut down the Ocean Beach Pier.They are also cautioning any swimmers and surfers who are not advanced to stay out of the water until the advisory expires.Many advanced surfers tell 10News they have been looking forward to this day for a long time. Those who hit the water Monday took advantage of the seven to 11 foot waves along the coast, saying it’s not just the swell and the direction but the time between the waves and the decreased winds that make for great surf conditions. "The quality and the length its just a great day a great day for everybody,” one surfer tells 10 News.One group of surfers found out first-hand how dangerous these conditions are. They were taking a boat to surf off of Point Loma when the waves flipped in Monday afternoon. The surfers escaped without injury, but the boat had to be towed back to shore. 1130

SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police. SAN DIEGO (KGTV) — From birthdays to barbecues, there have been five community outbreaks linked to private parties at homes.A spokesperson for the County of San Diego said the outbreaks happened just after Easter through mid-June, and 33 people tested positive for COVID-19.Three of the residential outbreaks are still active, while two have expired. The outbreaks at private residences have caused health officials to worry, especially with the 4th of July quickly approaching."People who wanted to get together with friends after a period of not being able to do so are having gatherings of maybe 10 to 25 people," said Dr. Eric Mcdonald, director of the county’s epidemiology and immunization department. "They’re eating, and they’re drinking and not maintaining social distance."RELATED: Escondido restaurant forced to closed for violating county health ordersMcDonald said this activity concerns him just as much as anything out in the commercial sector. It is imperative the public does their part and takes responsibility to limit the spread of the virus.”ABC 10News heard from several law enforcement agencies across the county, including the San Diego Sheriff’s Department, Chula Vista, Coronado, La Mesa, and El Cajon Police Departments.Many said they have been focusing on education first or giving warnings when they see violations. SAN DIEGO (KGTV) -- Due to struggling ridership, the City of San Diego has been busy creating a plan to revamp its bikesharing program.On Wednesday staff will provide an update on improvements made and future plans, in response to a grand jury report in 2016.The program, DecoBike, is privately owned but works in partnership with the city.Critics of the program say it has not met the city's needs due to where stations were built.Last year a county grand jury report titled "San Diego's Bikesharing Program Needs Help," outlined ways the city and DecoBike could improve to better serve the community.One recommendation was to put more stations in beach communities, even though local business owners and residents protested them being there.Since then, the city has done the opposite, removing 14 stations from beach communities.City spokesperson Katie Keach says the city and DecoBike are concentrating on increasing the number of stations in the urban core.By doing this, they believe it will provide for a comprehensive system to increase alternative transportation options. They say it will also help the city meet its Climate Action Plan goals.Keach says they hope to have additional stations in North Park, Uptown, Golden Hill and downtown this winter.The city is conducting presentations to community planning groups this fall, seeking public input.Bicycle and climate activists want the program to succeed, saying it's critical to the city's Climate Action Plan.  1486
