SAN DIEGO (KGTV) -- The San Diego Police Department says pedestrian fatalities are going up in California - so they're cracking down on drivers, pedestrians and those violating laws that pertain to motorized scooters. All of this, just as new reports show a flood of scooter-related injuries backing up local emergency rooms. Wednesday night SDPD sent out targeted patrols to downtown and Lincoln Park. Two spots where pedestrian and bike collisions have increased in the last three years. In many cases, traffic violations led to those crashes. 10News watched as officers ticketed more than 50 people, and gave out more than 20 warnings. Sixteen of those tickets - to people on scooters.  727

SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds. However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack. The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. The Sheriff’s Department sent 10News the following statement on Thursday:“The San Diego County Sheriff's Department investigated the assault on Miguel Lucas and forwarded the case to the District Attorney's Office. Reginald Harmon was charged with one count of aggravated mayhem. Lucas and Harmon were properly classified and housed at the time of the incident. Inmates are assigned to different facilities or housing units for a variety of reasons, including classification, bed space considerations, medical or mental needs, or issues with other inmates. For more information on classification, visit the Sheriff's Department website at https://www.sdsheriff.net/jailinfo/booking.html [sdsheriff.net].” 2754

SAN DIEGO (KGTV) -- The San Diego State University Aztecs football team will play its 2021 home games in Carson due to construction of the team's new stadium in Mission Valley.Dignity Health Sports Park in Carson will be the site for Aztec home matchups in the spring and fall of next year. Due to the COVID-19 pandemic, the Aztecs' 2020 football season was pushed into spring 2021.Although the spring schedule has yet to be announced by the Mountain West Conference, the Aztecs' fall 2021 slate includes seven home games, including matchups with Utah, Boise State, Fresno State, New Mexico, Nevada, New Mexico State and Towson.SDSU Athletic Director John David Wicker said, “Once the sale of the site was finalized with the city and we knew we could play football in Aztec Stadium in fall 2022, based on all the information we had gathered, it became clear the existing stadium had to come down in the first quarter of 2021. Our intention had been to play a final season in SDCCU Stadium. Unfortunately, COVID-19 has forced our hand and we must move the spring 2021 games as well.”In a news release, the athletic department said: "SDCCU Stadium will be replaced by a new stadium as part of the SDSU Mission Valley project. In addition to a 35,000-seat state-of-the-art multipurpose stadium for Aztec football, the project also includes a vibrant, mixed-use development that is transit-oriented, and will expand the university’s educational, research, entrepreneurial, and technology transfer programs. SDSU Mission Valley will also include transit, retail, housing, and the development of more than 80 acres of community parks and open space, including the 34-acre River Park."Construction on the new stadium site in Mission Valley is expected to be completed by fall 2022.Opened in 2003, the 27,000-seat Dignity Health Sports Park has played host to National Football League, XFL, Major League Soccer and World Cup championship events. The Los Angeles Chargers called the facility home in 2017, 2018 and 2019, while the XFL's Wildcats made their debut this spring.Carson is about 110 miles north of SDCCU Stadium. With the announcement of the venue change, San Diego State has played its final football games at SDCCU Stadium. The Aztecs ended their run with a pair of victories. SDSU defeated Fresno State University, 17-7, on Nov. 15 and Brigham Young University, 13-3, on Nov. 30.City News Service contributed to this report 2436
