SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) -- A San Diego gym owner said he is keeping his doors open despite state restrictions on indoor operations that took effect early Wednesday morning.For Shawn Gilbert, the owner of Boulevard Fitness in University Heights, keeping his business open is a matter of survival."I took a huge financial hit in May. Money out of my pocket that's never coming back. We have bills to pay, we have rent to pay,” Gilbert told ABC 10News.Gilbert said he believes his gym can operate safely with face covering and social distancing guidelines because it is a large, open space with high ceilings. The gym also has an outdoor space that Gilbert plans to also utilize.According to Gilbert, none of his gym members or employees have tested positive for coronavirus.Gilbert told ABC 10News he’s prepared for any possible citations for staying open."We have a lawyer with six other gyms, all representing us gym owners. SAN DIEGO (KGTV) — A new report by the San Diego Food System Alliance, expected to be released in January, calls for major changes to how food is produced and distributed across the county. The findings suggest that many neighborhoods are disadvantaged by limited access to fresh, healthy food.“Our goal here is to unite people behind cultivating a healthier, more sustainable, and more just food system," said Alliance spokesperson Margaret Chiu.Chiu suggests a significant solution would be less reliance on large corporate food system suppliers, and more access to locally farmed and sourced foods. “We want better grocery stores. we want community gardens or we want access to places where we can grow our own food," Chiu said.She says the whole community benefits when it is easier to turn blighted properties into urban farming or community gardens.The Alliance hopes to work with county and city leaders to make their suggestions into policy. SAN DIEGO (KGTV) -- A man suspected of shooting another man during an altercation on a trolley in downtown San Diego was taken into custody, San Diego police said.At around 5:15 a.m. Wednesday, officers were called to the trolley station in the 1200 block of Imperial Avenue after a 35-year-old man was shot in the leg.According to police, the victim was struck by gunfire during in a verbal altercation with another man while both were riding a trolley train. Police said the victim was able to tackle the suspect, and other trolley passengers helped get the gun away from the suspected shooter.The suspected shooter fled the scene following the incident.ABC 10News learned the victim was rushed to the hospital and is expected to survive.About 90 minutes after the shooting was reported, officers spotted the man believed to be linked to the incident near Logan Avenue and Beardsley Street and then detained him.The suspect was later identified as 18-year-old Salvador Sanchez Cantero.A motive for the altercation is unclear; the shooting is under investigation. 1072
