The Florida State Senate passed a bill Monday that would raise the age to buy a firearm from 18 to 21, require a three-day waiting period for most gun purchases and ban the sale or possession of bump fire stocks, which can make it easier for a semi-automatic weapon to function like an automatic rifle.The "Marjory Stoneman Douglas High School Public Safety Act" (SB 7026) would also give law enforcement more power to seize weapons and ammunition from those deemed mentally unfit or otherwise a threat and provide additional funding for armed school resource officers and for mental health services.The Senate measure comes more than two weeks after a gunman killed 17 students and teachers at Marjory Stoneman Douglas High School. The country is heading into a COVID-19 winter without fully deploying widespread testing of sewage for traces of coronavirus, a Newsy investigation has found.Wastewater surveillance is one of the few proven tools able to track community spread of the disease, with the potential to help monitor immunity rates from new vaccines."It is frustrating," said David Larsen, an associate professor of public health at Syracuse University's Falk College. "We're going to see a huge amount of sadness over the next few months. And it's not too late to scale up wastewater surveillance at this time to help us with that."Early on, scientists realized infected people shed the virus in stool.The federal government began a big effort for analyzing the concentration of the virus in community wastewater."It's something I think from a national level we need to pursue," Assistant Secretary for Health ADM Dr. Brett Giroir said during a July webinar.Months later, the government has left it to state and local authorities to launch their own programs.For some, that's been a challenge.Newsy learned New York State, for example, suspended its sewage surveillance pilot after a month in part because of an equipment shortage.As a result, testing stopped in four places including Albany and Erie County, home of Buffalo.The University of Buffalo helped lead the project."UB is in the process of acquiring enough materials to continue the monitoring effort moving forward," university spokesman Cory Nealon said in an emailed statement.As with PPE, there is a global shortage of supplies needed to test sewage for COVID.Other places are struggling with how to pay for sewage analysis, with coronavirus aid from Washington running dry."The biggest factor, the limiting factor, is finances," Larsen said.The result is a patchwork of places examining wastewater across the country, mainly big cities and college campuses."It's not really a unified strategy, unfortunately," said Colleen Naughton, an assistant professor of civil and environmental engineering at the University of California Merced.She and her team plot testing sites on a map."When you zoom out of course the bubbles are big, so it looks like all U.S. is covered," Naughton said. "But when you zoom in you see it's a bit more spread out."Three states, Iowa, Rhode Island and South Dakota, don't have any surveillance sites at all, she said.Biobot Analytics looks for COVID in wastewater for about 200 cities and counties but has the capacity to do much more, said company president and cofounder Newsha Ghaeli."We're at the beginning, let's say that," Ghaeli said. "There hasn't really been a strong coming together yet around a specific approach or even standards."The CDC is still putting together a national wastewater surveillance system, building out a database not available to the public yet."It is, I think, valuable for the public to see that data and take action as a deciding factor for what activities and what risks am I going to take?" The Bureau of Transportation Statistics released preliminary data on Monday, which shows U.S. airlines carried almost twice as many passengers in June than in May. According to the news release, BTS said data collected showed that 16.3 million passengers flew on large airlines in June, up from 8.4 million on all U.S. airlines in May.The BTS said airlines carried 80% fewer passengers in June than it did exactly one year ago.The data was by 20 airlines that carry 90% of the passengers, the agency said."June 2020 was the second consecutive month that the annual decrease in the number of U.S. airline passengers was less than annual change in the previous month," BTS reported.According to the agency, preliminary data showed a 77% decline in domestic passengers between June 2019 to June 2020 following more substantial annual reductions in May (88%) and April (96%).Preliminary data showed that international passengers on U.S. airlines declined 96% from June 2019 to June 2020, following annual decreases of 99% in April and 98% in May, the agency said.BTS says final U.S. airline traffic reports for June will be released on Sept. 11. International data by origin and destination, which is under a six-month confidentiality restriction, will be released on Dec. 10, the agency said. 1297

  

The Cruise Lines International Association announced Monday new regulations for cruising in the Americas.The association, which represents major global cruise lines, said cruises could start back up soon "with support and approval of regulators and destinations.""We recognize the devastating impact that this pandemic, and the subsequent suspension of cruise operations, has had on economies throughout the world, including the nearly half a million members of the wider cruise community and small businesses in the Americas who depend on this vibrant industry for their livelihoods," CLIA president, CEO Kelly Craighead said in the press release. "Based on what we are seeing in Europe, and following months of collaboration with leading public health experts, scientists, and governments, we are confident that these measures will provide a pathway for the return of limited sailings from the U.S. before the end of this year."The new rules include everyone being tested for COVID-19 before embarking and mandatory mask-wearing for everyone onboard.Also, everyone must abide by physical distancing. There will be an increase of fresh air through the ventilation system, medical capability with risk-based response plans, and shore excursions must abide by cruise operators' prescribed protocols.The CLIA announced back in August that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31. 1439
