With its lush subtropical vegetation, unique Mediterranean climate, and fine sparkling sand, beach-goers flock to this beach for great ship-watching and the summer’s warm and mild surf," Leatherman writes on his website.Kapalua Bay Beach in Maui, Hawaii, topped the doctor's list of beaches followed by Ocracoke Lifeguarded Beach in North Carolina, Grayton Beach State Park in Florida, and Coopers Beach in New York.Beaches were measured on water and sand quality, tide and wave breaks, weather, and safety and management. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351

SAN DIEGO (KGTV) -- Hundreds gathered outside Fire Station 21 in Pacific Beach Tuesday evening to remember a San Diego Fire-Rescue Department firefighter killed in a motorcycle crash over the weekend.Ryan Ferrara, 39, was riding on the back of the motorcycle as a passenger when it crashed into a parked vehicle. It happened July 18 at the 13000 block of Piping Rock Lane in the Lakeside area.The driver of the motorcycle was hospitalized; he has not yet been identified. Authorities say neither the driver nor Ferrara were wearing helmets.RELATED: San Diego firefighter killed in Lakeside-area motorcycle crashThe crash is still under investigation, but the San Diego County Medical Examiner's Office says alcohol or drugs may have been factors in the crash.Many who knew Ferrara were visibly distraught during Tuesday's remembrance ceremony. At sunset, the crowds moved to the boardwalk and sands. Many firefighters were there to show the family their support.Capt. Rich Marcello, who worked with Ferrara, says it's a Fire Station 21 tradition to go down to the beach and watch the sunset after every shift when possible."Every evening, we come out and watch the sunset and gather round each other and kind of hang out with each other, which is why we're here with the family today," he said.Before he was a firefighter, Ferrara was a lifeguard. In his free time, he loved to surf, according to those who knew him."Everybody loved him, great Personality. He's just the whole package," Marcello said. 1509

SAN DIEGO (KGTV) - For the first time in decades, the Port of San Diego is putting forth a comprehensive update to its master plan. A port spokesperson says the effort began in 2013 and has been a very thoughtful and open process. However, some residents in the county are just learning about the plan. In April, the Port published a more than 300-page draft of the master plan. "Ninety percent of the people that we speak to had no idea that this plan had been put forth. We have been out at the local grocery stores, going door-to-door, we've been posting here on the path because these are the places where we're going to reach the people who use this area the most," said Cameron Lilley, a lifelong Point Loma resident. Lilley has significant concerns with Shelter Island proposals, including:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docks"Parking is a huge issue already, bringing more tourism to this area will negatively impact the residents who live and use it," said Lilley.On Tuesday she was joined by family and friends at La Playa Trail, encouraging people to give feedback to the Port by the July 31 deadline. They've created a group, Save Point Loma, to try and educate the community. "We're all out here united in this cause," said Lilley.The Port says it has been very transparent throughout the entire process, not only making the draft available to the public but holding community meetings. A spokesperson tells 10News they've used social media, the radio, and community paper ads to try and get people involved. And the Port says it wants to hear from the community moving forward. After receiving initial feedback, they will continue to hold community meetings and will later put forth a revised draft. The comment period for the Master Plan draft goes through July 31.
