SAN DIEGO (KGTV) - San Diego Police are opening new locations for San Diegans to conduct business safely. Each San Diego Police division will have a Designated Online Transaction Space (D.O.T.S.) where carrying out online or private sales and exchanges of goods. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. You truly cannot put a price tag on peace of mind,” stated Councilmember Chris Cate. The first D.O.T.S. was created more than two years ago at SDPD Northeastern Division in Rancho Pe?asquitos.Find locations here. 817

SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria says the city's convention center shelter for the homeless will be funded through at least the first month of 2021.Gloria said in a release that he's directing staff to provide funding using money previously slated for shelter operations in November and December that wasn't spent due to cost-saving measures and other factors, as well as a state grant specifically for funding homelessness-related services."I am committed to protecting our homeless neighbors from COVID-19 while keeping a focus on connecting them to long-term housing," Gloria said. "A temporary extension for this shelter will allow us to serve the greatest number of people in need with daily health screenings and other COVID protections."RELATED: New questions over cost of convention center shelterCOVID-19 cases surge at Convention Center shelterGloria added that he's proposing the city authorize more funding through March 2021, with plans to continue helping those at the shelter transition into permanent housing or into another shelter by that time. Those financial plans could be discussed by the City Council in January. The city's downtown convention center shelter began in April to shelter hundreds of people experiencing homelessness as the coronavirus pandemic began. Since then, the city says its Operation Shelter to Home program has helped more than 870 people and 45 families find a permanent or longer-term housing solution, with more than 200 others in the process of finding housing.RELATED: San Diego officials say Convention Center homeless shelter helped over 1,100 find housingPart of the program's goal was also to move people experiencing homelessness into one location where they could adequately space out and centralize staff from various city shelters during the pandemic. This month, the shelter has seen an increase in positive COVID-19 tests as virus cases surge across the county and state. Since April, more than 11,200 coronavirus tests have been given at the shelter to residents and staff. The shelter has seen a total of 190 positive tests, including 170 residents and 20 volunteers or staff members, according to the city. Those residents who test positive are immediately moved from the shelter to an off-site hotel managed by the county for public health use. 2326

SAN DIEGO (KGTV) -- San Diego is on the FBI’s list as one of the top 13 highest sex trafficking areas in the United States - with between three and eight thousand victims a year in San Diego. Most victims find if they make it out the other side - they have few options for picking up the pieces of their lives. As 10News Anchor Kimberly Hunt found, there is one local university giving them light at the end of the tunnel.Kimberly introduces us to a woman who is starting a new chapter in her life and her family’s legacy.Ebony Jones’ story begins with abuse and bondage but emerges into hope and wholeness. She will soon enter the only university program of its kind in the Country at Point Loma Nazarene University. The Beauty For Ashes Scholarship Fund gives former victims of sex trafficking a free college education. In the description of the fund, the university writes: "When we talk to survivors - we keep hearing the same message: 'Survivors dream of a college education!'We asked ourselves, 'What if we could offer scholarships?' What if we could stand with survivors and support their journey, from victim to survivor, to thriver.?This launched the Beauty for Ashes Scholarship Fund, founded with the belief that an education at a Christian university is a critical long-term investment in the empowerment of survivors of human trafficking." 1391

SAN DIEGO (KGTV) -- San Diego police are searching for a woman they have identified as a person of interest in a recent homicide case in the Talmadge area.Police believe 25-year-old Sheila Camarena may be linked to a deadly shooting that occurred on Sept. 18, in the 4400 block of Euclid Avenue.According to police, in the early morning hours of Sept. 18, officers responded to a reported shooting in which a 33-year-old Black man was injured. The victim was taken to the hospital, where he was pronounced dead. She has black hair and brown eyes, but police noted Camarena is known to dye her hair blonde and/or red.According to police, Camarena is considered armed and dangerous.Anyone with information on her whereabouts or the Sept. 18 case is urged to contact Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 for information that leads to an arrest in the case. 1153

SAN DIEGO (KGTV) -- San Diego Gas and Electric and the city of San Diego are in a disagreement that could be worth up to 0 million. The controversy is over San Diego's Pure Water project, which would turn sewage into high treated drinking water. The city's goal is to have a third of its water supply be reclaimed water by 2035. To accomplish that, the city plans to build a billion pipeline to pump sewage from the Morena area to the North City Water Reclamation Plant on the edge of Miramar. On Thursday, the City Council voted 5-4 to approve about .1 billion for the project. But completing the pipeline would require SDG&E to remove its gas and electric lines. The city says SDG&E usually does that on its own dime, but this time - the utility says it will not spend the money. The City Attorney's office is now involved. The council voted 8-1 to authorize million this fiscal year, but is retaining its legal rights to recover the money. The city may have to spend another million next fiscal year to complete the project. In a statement, SDG&E says it supports the project but is working to protect its ratepayers."Our goals are to assist the City with their plans and ensure our customers, especially those outside City limits who will not benefit from the project, are not unfairly burdened with utility relocation costs," the statement said. The city hopes to begin advertising for construction for the pipeline next month.   1491
