(KGTV) - The standoff that had part of an east county neighborhood shut down is now overSan Diego's Sheriff's Department responded to an individual that was under duress on Graves Ave in Santee around 7 p.m.Deputies say the man was armed and waved a gun at them at one point when they had him surrounded in a field.The intersection of Graves Ave and Prospect Ave was blocked off for several hours as negotiators tried talk to the man.The man surrendered just after 11 p.m. according to the San Diego Sheriff's Department. 544

SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. SAN MARCOS, Calif. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Passenger speaks out after Tijuana crashStricker was last arrested on May 6, 2019. Police say he was driving on a suspended license, without a registration and no proof of insurance. Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. Scrap metal thieves are becoming so brazen, they're now now taking parts off of gas grills at Walmart in the middle of the shopping day, according to Cleveland's Environmental Crimes Task Force.Sgt. Andrew Ezzo said the crooks took nearly 100 pounds in valves and other parts from display gas grills at the Walmart located on Brookpark Road in Cleveland."The only way they found out is because they sold a couple of display models, and people had to bring them back and said, 'Where's our parts?'" said Ezzo. "They think they can take whatever they want. They think they're entitled to it."Ezzo said his task force has reported a series of thefts at major companies in all parts of the city. Two thieves were caught on surveillance video at Menyhart Plumbing on Lorain Road stealing thousands of pounds in antique home heating radiators. Owner Peter Menyhart said the task force used his surveillance video and its relationship with area scrap yards to make an arrest in less than a day."Basically anything those two guys could physically carry, they carried out of here," Menyhart said. "They didn't have any money, so they're like, 'Hey, lets go steal some scrap, and we could go drop it off at 7 a.m. at the scrap yard and get some cash.'"The scrap yard involved reported the stolen items, and police found suspects in just a few hours.Ezzo said his task force is in a battle, but the efforts of his team have reduced the number of thefts so far in 2018."In 2014, 2015 and 2016, the State of Ohio led the nation in scrap theft," Ezzo said. "The deal that we make with the scrap yards is if I find the victim, the victim is going to pay you whatever you paid for it, that way the scrap yard is not out the money."Menyhart said his company will add additional security cameras. He had nothing but praise for Ezzo and his team."He said, 'I'm going to put out a bulletin. I'm going to catch these guys before the day is out.'
