A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. For one, it would grant subpoena power to the Justice Department to conduct “pattern and practice” investigations of potential misconduct and help states conduct independent investigations.And it would create a “National Police Misconduct Registry,” a database to try to prevent officers from transferring from one department to another with past misconduct undetected, the draft said.A long-sought federal anti-lynching bill stalled in Congress is included in the package.However, the package stops short calls by leading activists to “defund the police,” a push to dismantle or reduce financial resources to police departments that has struck new intensity in the weeks of protests since Floyd’s death.House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., a co-author with Bass and the Democratic senators, will convene a hearing on the legislation this week.It is unclear if law enforcement and the powerful police unions will back any of the proposed changes or if congressional Republicans will join the effort.At least one Republican, Sen. A motorcade escorting Vice President Mike Pence to a series events near Pittsburgh was involved in two accidents on Thursday, according to reporters in the press pool.Reporters for NBC News and Newsmax say that after Pence arrived at a Western Pennsylvania airport, a Trump campaign bus was involved in a "minor accident" with a dump truck. Though the Vice President was aboard the bus at the time of the accident, he was unhurt. Pence immediately left the bus and moved to a limo.Later, the outlets report that two motorcycles in the motorcade were involved in an accident. A tiger and panther cub pair was seized at the Tijuana Airport Tuesday. Both are safe an in custody. Officials say the cubs were found inside a wooden box with no documentation. Both were sent from the State of Mexico, but officials say their final destination is unclear. This isn't the first time a tiger cub has been taken in. Last August a tiger cub was seized from a car at the border by Customs and Border Protection officers. That cub has been under the care of the San Diego Zoo Safari Park.  528

A Russian woman who needed surgery to address ovarian cysts was given Fedyaeva formalin, a solution that contains formaldehyde, which is used to preserve bodies, Russian state media organization RT reported.Ekaterina Fedyaeva, 28, was told by doctors the procedure would be routine. Little did she know it know that the laparoscopic procedure to remove the cysts would kill her. Fedyaeva was supposed to be given saline solution, but instead was given the formaldehyde-type solution. Fedyaeva then complained to her mother, saying that she was "dying."It turns out she was right. Doctors tried to wash her abdominal cavity of the formaldehyde.Her organs began failing. In response, doctors tried to keep her alive, but she died last Thursday. Russia's minister of health, family and social well-being Rashid Abdullov said, "I express my sincere condolences to the relatives and relatives of Catherine Fedjaevoj. It's a big tragedy! We will provide all the necessary assistance to the family. All the guilty officials have already been held accountable, the investigating authorities continue to work."It is unclear how doctors mixed up the two solutions. Authorities in Russia have opened a criminal investigation into the surgery.   1341
