BEICHUAN, Sichuan, May 10 (Xinhua) -- The quake-devastated Beichuan county seat in southwest China's Sichuan Province reopened Sunday to residents to mourn the dead ahead of the first anniversary of the disaster.     Some 21,000 people, or two-thirds of the county seat's population, were dead or missing in the 8.0-magnitude earthquake on May 12 last year, making the county the worst hit in the quake.     The county will be open for four days till Wednesday.     Mourners brought flowers, incense and candles and set off firecrackers in the ruins of former bus stations, county government buildings and homes. The police distributed bottled water to the crowd for free. Construction of the new school will begin on May 12.     "I wish my sister can study hard to enter the senior high school. BEIJING, June 2 (Xinhua) -- Representatives from the Communist Party of China (CPC) and the ruling United Russia Party met Tuesday to exchange views on the international financial crisis.     "This is the first official and high-level dialogue between the Chinese and Russian ruling parties," said Wang Jiarui, head of the International Department of the CPC Central Committee of his meeting with United Russia Party's council presidium secretary Vyacheslav Volodin.     Wang and Volodin signed an agreement on party-to-party cooperation on later Tuesday. Chinese Vice President Xi Jinping attended the signing ceremony.     Xi hailed the Sino-Russian relationship when meeting with Volodin before the ceremony, saying that China would work with Russia to promote stable and healthy growth of the ties, in a bid to benefit the two nations and peoples. Both leaders stressed the importance of parliamentary cooperation and the unique role it serves bilateral relations.     Wu, chairman of the Standing Committee of China's National People's Congress(NPC), hailed the bilateral parliamentary cooperation at various levels in recent years. Since arriving in Moscow on Wednesday, the legislator has met with Russian President Dmitri Medvedev and Sergei Mironov, chairman of the upper chamber of the Russian Parliament, known as the Federation Council.
