(KGTV) - MLB Hall of Famer, Trevor Hoffman, joined joint developers, Zephyr Partners and The Robert Green Company Monday in supporting an initiative that would give San Diegans access to a bluff-top site that has been closed to the public for a century.The plan is to transform a nearly 17-acre site at 3350 Camino Del Mar into a luxury resort with public access to the beach down below."To be able to actually come here and enjoy it, have a glass of wine at one of the restaurants or walking on one of the trails, I'm really looking forward to it," said Del Mar resident of 50 years, KC Vafiadis. The two developers want to create a luxury resort called "Marisol" which would include a hotel with 65 rooms, 31 villas, dining options, gardens, cocktail lounge, spa and access to the beach down below. The plan is a smaller version of the original proposal, which was met with backlash by residents of Solana Beach and Del Mar. They worried it would obstruct ocean views and increase traffic in the area, so the developers downsized the project by 40-percent.The new plan is an alternative to a proposal that was already approved, which would create private, gated estates.The developers now hope to gather enough signatures for a citizen's initiative to put the plan on the ballot next March. They say they're taking into consideration bluff safety and stabilization and have plans for traffic relief as well.The initiative will be filed with the Del Mar Clerk Monday. 1492

(KGTV/AP) -- A notorious 86-year-old jewel thief convicted of a theft in Mission Valley is now charged with shoplifting.Doris Payne was arrested July 17 near Atlanta and charged with misdemeanor shoplifting after a Walmart employee said she tried to leave the Chamblee store with items she hadn't paid for.Payne was on probation at the time after pleading guilty in March to a felony shoplifting charge for trying to steal a ,000 necklace from a department store in December. (CNS) -- Racing is set to resume at Del Mar Friday after three racing dates were canceled because 15 jockeys tested positive for the coronavirus.The Del Mar Thoroughbred Club responded to the positive tests that wiped out racing from July 17-19 by instituting new travel restrictions to include only permitting jockeys based in California to ride and prohibiting all jockeys who leave the track to ride elsewhere from returning to Del Mar for the remainder of the summer racing season.Del Mar also re-configured and expanded its jockeys' quarters, including moving some of the functions that normally take place in the jockeys' room to an adjacent area.Racing will be held Monday to make up for one of the canceled days. The other two lost days will be made up later in the season, on dates to be determined, said Tom Robbins, Del Mar Thoroughbred Club executive vice president for racing.Many of the races that had been scheduled for last weekend have been shifted to this weekend. Delta gained hurricane strength Monday evening, packing top winds of 80 MPH as of 11 p.m. ET as it churns in the Caribbean Sea, heading north. The rapidly-strengthening tropical storm currently in the Caribbean Sea is moving north, and could strike the Yucatan Peninsula of Mexico as a major hurricane on Wednesday.While the Yucatan Peninsula could be in the path of Delta, there is growing concern for the Gulf Coast. The National Hurricane Center has areas from Louisiana to the western tip of the Florida panhandle in the path of Delta. The tropical storm is expected to come ashore on Friday as a hurricane. Delta became the 25th named storm on Monday in what has been an extremely active 2020 Atlantic hurricane season.Louisiana has taken the brunt of the impact of the 2020 Hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast. Hurricane Sally also did significant damage nearby Gulf Shores, Alabama, when it made landfall in September.A second tropical storm, Gamma, is currently churning in the Gulf of Mexico. Dash cam video from Fairfax County, Virginia, shows an alleged drunk driver running himself over during a police chase.According to police, officers tried to pull the man over, but he sped off.He then got out of his car to escape, but forgot to put it in park.
