SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review. If all goes as planned, it would break ground in early 2020 and be complete by the first quarter of 2021.  2160

SAN DIEGO (KGTV) - As coronavirus cases climb, a cancer patient faces an excruciating choice: Risk the trips to San Diego for potentially life-saving treatment or not.He was the picture of health, but in 2014 at the age of 45, Bryce Olson was diagnosed with an aggressive, stage 4 prostate cancer."I couldn't believe it. No family history of prostate cancer. Exercised every day," said Olson.Various treatments have kept his cancer at bay, but eventually, it began to grow again. "Uber to the airport. Being in the airport. Being in an airplane. Getting an Uber to the hospital in San Diego ... makes me super anxious. Makes me feel like I'm a sitting duck," said Olson.Six years of cancer drugs have left son's immune system compromised."Here's the irony. I may die of cancer in the mid term or long term, but I will probably die of COVID-19 if I get it," said Olson.Olson recently made the painful decision to postpone his cancer treatments in San Diego."If I can get through this crisis - maybe miss some of my therapy - maybe I let the tiger a little out of the cage a little bit on the cancer thing. I feel like I could maybe reel that guy back in, but if I die of COVID-19, it's over," said Olson.His decision is one many others with weakened immune systems are also facing, whether to make that trip to a hospital for treatment."Folks like me are faced with Sophie's choice. We either go in and get the treatment that will extend our lives ... But by doing so, we could catch a disease that could kill us today," said Olson.There are some hoops to go through, but his San Diego doctors may be able to get him his infusion at an Oregon hospital. SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says. "We've proved that border security works. And this is, by far, the most secure part of the U.S. border anywhere in the country." 3000
