(KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. She says using the time you have in your place before the moratorium ends could offer more negotiating opportunities with landlords. DEL MAR, Calif. (KGTV) -- A Del Mar man is recovering at a La Jolla hospital after he was run over in an alley as he walked home from a bar. Ben Nelson's father, Bruce, said he got a call from investigators telling him his son had been hit and apparently dragged several feet. The driver took off without calling for help. Nelson was found at least an hour after the crash happened. Nelson suffered a broken pelvis, fibula, tibia and femur. Fortunately, he did not suffer any brain or spine injuries. There are surveillance cameras that point towards the alley, but Nelson's friends and families are hopeful whoever hurt their loved one is caught or turns themselves in. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30.
