Erie County Legislator Lynne Dixon announced a proposed expansion of 'Social Host Law' to include opioids. The original law was passed in 2014 to curb underage drinking. According to law, it "will serve to deter the consumption of alcoholic beverages by minor by holding those persons who are 21 years old or more responsible when they knowingly allow the consumption of alcoholic beverages by minors at their residences or on their privately owned property."The Erie County Sheriff's Office have been called to 81 instances of youth activity underage drinking since Jan. 1, 2017. The goal of the new expansion of the law is to hold parents and adults accountable for the actions of minors in their home or on their property for the use of underage drinking, illegal use of opioid and substances.Any person who violates the law will be fined. The first offense is punished by a fine of 0. The second offense is punished by 0. The third offense is punished by either a fine of 00 or prison for one year, or both.   1070

ELIZABETH, Colo. — Police in Elizabeth, Colorado are investigating an unprovoked attack in the midst of an 8th-grade classroom at Elizabeth Middle School.Cell phone video posted on social media shows a male student walk over to another male student and repeatedly punch him. The attack occurred sometime this month.The attack appears to have been planned. In the video, the boy who instigated the altercation is heard asking the person recording the video if he “should do it right now?”Elizabeth police told Scripps station KMGH in Denver the boy has since been arrested for assault and sent to a juvenile assessment center. Police aren’t saying much about what prompted the fight because it’s a juvenile case.The school district isn’t answering questions on whether the student has had disciplinary actions in the past. The school district they sent out a letter to parents the day of the attack and released the following statement. 968

(KGTV) - A North County school district said it was hacked last week, forcing them to shut down parts of their network during registration week.The San Dieguito Union High School District sent out an email to parents on Thursday alerting them to “an attempted malware attack” on August 9.While they called it “attempted,” Superintendent Robert Haley confirmed to 10News that district IT employees detected malware implanted in the district’s system. However, Haley assured parents that no data had been viewed or taken from their network.As of Thursday, the parent portal remained shut down, which is where parents were supposed to input information for the start of the school year.In the email to parents, Haley said the portal would remain unavailable through the weekend. They have extended the deadline for parents to submit the required information.“SDUHSD is sorry for the inconvenience, however, protecting student and staff privacy is of the utmost importance,” wrote Haley. 1009

FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. ENCINITAS, Calif. (KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money.
