A Pennsylvania judge has sided with President Donald Trump’s campaign and ordered counties not to count a small number of mail-in or absentee ballots for which the voter didn’t submit valid identification within six days after the Nov. 3 election.The injunction issued Thursday by Commonwealth Court Judge Mary Hannah Leavitt deals with an as-yet unknown number of ballots that may number a few thousand or fewer.While the Trump campaign’s general counsel, Matt Morgan, called the order a “win,” the ballots affected may not have been tabulated and are unlikely to affect the outcome in Pennsylvania.The Associated Press called the presidential contest for Democrat Joe Biden on Saturday after determining the remaining ballots in Pennsylvania would not allow Trump to catch up.Biden held an approximately 55,000-vote margin Thursday night. But Trump has refused to concede, and his campaign and Republican allies have several lawsuits pending.The court order affects a subset of about 10,000 ballots that arrived within three days of polls closing, a period allowed by the state Supreme Court because of concerns over the pandemic and delays in the U.S. Postal Service. 1178

A reason some experts think the U.S. has had trouble containing the virus is because states have managed it differently. Inconsistency has jeopardized safety, according to the National Safety Council.“This pandemic is not finished by a long shot, so that's another reason why we put this report out when we did is because we can learn from this,” said Lorraine Martin, President and CEO of the National Safety Council.The council looked at five areas in how states have addressed the pandemic: Employer guidelines, testing, contact tracing, mental health, and substance use and roadway safety.They say states struggled with communication.“We also found while some states had good intentions, just getting the data to people in a very clear and concise way and making it available at people's fingertips, that also was sometimes a struggle,” said Martin.Testing and contact tracing need work in many areas.The report highlights another issue – overdoses are increasing in 40 states.“We had a good year last year where we started to bring some of that down,” said Martin. “It’s headed in the wrong direction again. We can all understand why there’s a lot of stress, restrictions getting the support that you need but it’s really important that we look at the states that have done this well.”Overall, states were put in three categories: On track, lagging and off-track. A New Jersey woman thought her diamond wedding ring was lost forever when she accidentally flushed it down the toilet nine years ago.But thanks to a public works employee with a keen eye she was reunited with it.Paula Stanton, 60, received the gold ring encrusted with several diamonds from her husband as a gift for their 20th wedding anniversary. Gogol told her he had never come across the ring but would keep her in mind.Last month, as he was working on a pipe about 400 feet away from Stanton's house, Gogol saw something glimmer and shine in the muck. He plucked the shiny metal object out of the pipe, cleaned it off, and sure enough it was the long-lost diamond ring."That ring didn't want to leave her family," Gogol told WPVI. "There are so many things that could have happened. It could have been washed away, it could have been crushed, but it was just meant to be."Stanton couldn't believe the news when she saw a note on her door from the public works department.When Gogol brought her the ring she said, "You are like a Christmas angel."Stanton now wears both rings and vows not to lose them. 1593
