SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. SAN DIEGO (KGTV) - The National Weather Service says that conditions are in place for a La Ni?a weather pattern in the fall and winter of 2020-21. That could bring warmer, drier than usual weather to San Diego over the next few months.By definition, La Ni?a happens when the water along the equator is colder than usual. That pushes the jet stream farther north and directs storms away from the Pacific Southwest region of the United States.Because of that, Southern California typically sees less rain during La Ni?a years."What that means for everyone is that our winters can be variable, meaning they can be all or nothing," explains National Weather Service Meteorologist Alex Tardy. "It doesn't necessarily result in more or less rain, though. You just have a very inconsistent winter in general with a La Ni?a pattern like we're seeing developed now."The numbers bear that out. According to the San Diego County Water Authority, San Diego averages 10.34 inches of rain every year, with most of it falling from December through February.But in La Ni?a years, the rainfall is usually below average. During La Ni?a in 2018, San Diego only saw 3.34 inches. A La Ni?a in 2017 brought 12.73 inches. La Ni?as in 2017 and 2012 got 8.18 and 7.90 inches of rain, respectively."The bulk of the historical cases have been somewhat below average," says Dan Cayan from the Scripps Institution of Oceanography. "It's 10 to maybe 30% below what we would normally achieve in those in those core winter months."That's bad news for firefighters across California. Already this year, the state has set records for wildfire disasters, with 7,982 wildfires burning more than 3.6 million acres. A dry, warm fall and winter will prolong wildfire season."That's not a real welcome signal for us here in Southern California, particularly after this extended dry period and heatwaves," says Cayan. "A wetter winter this next year would have been a welcome relief. But the roll of the statistical dice right now does not look like they're in our favor."Tardy puts it more bluntly."We are a tinderbox," he says. SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get three hours of physical activity every day. SAN DIEGO (KGTV) -- The battle between rideshare companies and drivers' unions is on the ballot in the form of Proposition 22. It's a way for companies like Uber and Lyft to push back against California's Assembly Bill 5, which classifies drivers as employees with benefits instead of independent contractors.The gig companies are fighting the state in court, so they haven't been following those rules since the law went into effect on Jan. 1. Now, the fate of drivers will be in the hands of California voters on Nov. 3.The Yes on 22 campaign is backed by Uber, Lyft, and Doordash.It would classify drivers as independent contractors.Drivers could work towards a stipend to help purchase their own health insurance.They would also get some hourly pay, but only during what's called "engaged time." Yes on 22 says engaged time starts from the moment a driver accepts a ride until they drop the passenger off. It does not include time drivers spend waiting for their next passenger."If you were to compensate for all the time the driver spent on an app, you'd have to force them to accept every ride that comes across which would eliminate their flexibility to choose when they want to work and how long they want to work," said Vetter.Driver Al Porche says that's exactly why he's voting yes."Times are great right now," said Porche. "I've been driving all this year. I switched over from transporting people to delivering food and meals or groceries."According to the New York Times, rideshare companies have spent more than 0 million promoting the campaign, making it the costliest in state history.A "No" vote on Prop 22 would continue the current ruling under AB 5, reclassifying drivers as employees with a swath of rights and protections.Tonje Ettesvoll is against Prop 22, warning it's deceptive if you don't look closely."When you look at all these ads on TV and social media, that is Uber and Lyft's voice, said Ettesvoll. "That is not the driver's voice."She's been driving full-time for four years in San Diego and says it's only gotten worse."They have cut my rate many, many times to the point where I'm driving from 40 hours a week to 60 with the same pay."Nicole Moore with Rideshare Drivers United says about 40% of the job is waiting for your next ride -- time Prop 22 wouldn't pay up for in terms of pay or benefit because it's not considered engaged time."This is work. Just because you're a cashier in a store and you don't have somebody checking out doesn't mean you're not paid," said Moore. "It is definitely helping the billionaires and the people who are running these companies but it is not helping the drivers."The Yes on 22 campaign says if the proposition doesn't pass rides will be harder to find and prices will go up.
