SAN DIEGO COUNTY (KGTV)-- County supervisors announced that we are just days away until San Diegans can finally relax on the beach.But some are jumping the gun.It was the announcement San Diegans were waiting for."On Tuesday, June 2, passive activities will be allowed on beaches, so long as groups stay within their household units, social distance from other non-family members, and facial coverings," San Diego County Supervisor, Greg Cox announced on Thursday.Supervisors said sitting on the sand, towels, and chairs will be allowed. But sports such as football and volleyball will continue to be prohibited. Parking lots and piers will also remain closed. However, many people seemed to forget about the start date: Tuesday, June 2.On the evening of the County announcement, a 10News viewer witnessed a graduation party in Oceanside. The photos showed a mass gathering with many people sitting on the sand, with almost no one practicing social distancing or wearing masks. "I'm sure everybody is anxious to get out with their family, sit on the beach and enjoy the nice weather," Solana Beach visitor, Labib Samarrai said. But on Saturday, most people seemed to be following the rules at Solana Beach."I think everybody is now maybe over-educated, but it's all good," Samarrai said. Lifeguards at Solana Beach and Pacific Beach say they are still focused on educating the public, instead of actively ticketing visitors who disregard the County Public Health order. "They're only telling people that are not where they want them," Pacific Beach surfer Jake Curran said. For Curran, the passive activity phase does not make much of a difference in his usual routine. But for his girlfriend, June 2 can't come soon enough. "She has been visiting for the past month, trying to find activities for her and I to do while she is in town," Curran said. "But it will be nice on Tuesday for her to come out, come lay out, take some pictures, and watch the sunset and whatnot."While the County allowed passive activities to begin on June 2, they say it is ultimately up to each jurisdiction if they want to adopt the new phase on that day. 2143

(KGTV) - A fraternity at San Diego State has been placed under interim suspension after a freshman membered was injured.The mother of the student told 10News he suffered a concussion, as well as a fractured wrist, sprained ankle, and bruises on his back.It’s unclear exactly when or how the injuries occurred, but the student’s mom said he had been at an event at the Kappa Alpha fraternity house on Wednesday, October 17. SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The Community Council would have to approve the proposal first. Then it would need to pass through the Planning Commission and finally the full City Council. 2361

San Diego's affordable housing crisis has been getting more dire over the last five years because there's a lack of resources, a new report from the California Housing Partnership says. The report, released Wednesday, says the county needs 143,800 more affordable rental homes to meet current demand. However, there's less money and resources going to them. The average rent in the county is now up to ,992, and about the city's lowest income renters are spending 70 percent of their money on housing. Stephen Russell, who heads the San Diego Housing Federation, said the region took a hit in 2012, when the state eliminated redevelopment funds - 20 percent of which were reserved for affordable housing. Now, as cost of living rises, there are nearly 10,000 homeless San Diegans, thousands of them sleeping on the streets.Bruce Carron, 72, was one of them, until he got into Talmadge Gateway, a new 60-unit complex for low-income seniors with ongoing medical needs."It's just more than what I thought I deserved, but somewhere along the line God wanted me to win somewhere in this crazy life that we have," Carron said. The city will soon decide whether to place a property tax bond on the November ballot to pay for more affordable housing. It would charge for every 0,000 of assessed value, and pay for 7,500 new homes. "Until we solve the problem of people sleeping on our streets, I don't think I can sleep in my bed with a good conscience," Russell said.The San Diego Taxpayers Association doesn't have a position on the potential measure, but in a statement chief execrative Haney Hong said more research was needed."Before we decide to throw more money at the problem, let's understand what we're getting right now and how our public agencies are performing," he said. The city rules committee will consider the bond for the ballot next month.  1924
