ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance.After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer.But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. But in order to do so, he says he had to hack off a tree stump, modify his fence, and take down a portion of his yard's retaining yard to give the tractors enough room to be moved.10News has reached out to the City of Escondido for possible alternatives or a solution to Masters' violation, and have yet to hear back. 1815
Facebook has come under fire after posts discussing the sale of a child bride were made and shared on its site.An auction was discussed on the social media platform for a girl aged 16 or 17 in South Sudan that sought payment for her hand in marriage.Facebook said the post was taken down as soon as the company learned of it, but that wasn't until after the girl involved was married.According to children's rights organization Plan International, the girl was bid on by five men, some of whom were reportedly high-ranking South Sudanese government officials. 567
ESCONDIDO, Calif. (KGTV) — A 19-year-old’s call for help on social media after experiencing homelessness ended with an overwhelming amount of support from the community.Caleb Dershem recently moved to Escondido from Ohio in March.“I wanted to get more experience, try new things,” he said.He had a job driving for DoorDash and a roof over his head, but after some struggles, he ended up without a home in June, sleeping in his car.The car that became his shelter was stolen last week. In need of a place to rest his head, Dershem took to Facebook to post in the Escondido Friends group.“My car I have been sleeping in has been stolen, and I need a place to stay for the night while I wait till morning for the shelter resources to open. If anyone knows any safe places, let me know, please. I’m 19 and from Ohio,” he wrote.Moments later, dozens of North County residents reached out to Dershem offering advice."It's overwhelming to find out how many good people are actually out there," he said. "All I asked for was a place to stay for the night."There was one stranger, a man named Mike Shaw, who would answer Dershem’s call for help.“Our goal is to get some information from him, find out where he is, find out briefly what’s going on,” said Shaw. “And we put him in a hotel.”But the help didn’t end there. Shaw is the Executive Director of Southern California Youth Emergency Services, or SoCalYes.The nonprofit provides help for youth in situations like Dershem’s.“We focus on street outreach and education, focusing on youth that are 12 to 24 years old on the streets homeless,” he explained.Less than a week later, Shaw helped Dershem secure a one-bedroom apartment, next they’re working on full-time employment and replacing his stolen car.“Get him stable, get him some counseling, get him a vehicle and get him employed,” said Shaw speaking of the next steps. “Make him a productive member of our society and our community.”Dershem said he's ready to get back on track.“Mike’s been great to me, helping me with a plan to get myself together, and I appreciate him a lot,” said Dershem.It was an act of kindness that possibly changed Dershem’s life. Shaw wants other young people in situations like Dershem’s to know that resources are available at SoCalYes.“It was like a breath of fresh air, but it was new air, it wasn’t the air I was breathing before,” said Dershem.After overwhelming support from the community asking how they can help Dershem, Shaw started a GoFundMe page for those who would like to donate. 2529
FALLBROOK (KGTV) -- A couple looking to buy a home in the North County wants to share an experience they're describing as negative as the new solar energy law goes into effect in 2020.The law requires that homes built in California starting in 2020 must have solar panels. It has caused confusion among potential homebuyers, like Brian and Carmen McKay. They recently left Las Vegas, looking to move back to San Diego County.“I used to work at Fallbrook skilled nursing many years ago,” said Carmen McKay. The couple found a home they liked in the Horse Creek Ridge development, a new housing project in Fallbrook.“When we realized it was a corner lot… oh my gosh, we loved it,” Carmen said.They were told the cost was roughly 5,000—which sounded like a reasonable price for San Diego, according to the McKays. That is when they say they got a surprise from the sales representative.“Then she says, by the way, once we were sold on the house and the price… there’s solar panels on the house. You have the option to lease it or buy it. And we’re like, why?” Carmen said.They said during the home tour, solar panels were not mentioned at all. Carmen said the sales representative only mentioned it when they were back in the office, ready to sign documents to buy the home. As the McKays were questioning solar, they were told “it’s required by the state.” That is only partially true. A spokesperson for the California Energy Commission told Team 10 that “the law only applies to homes that have been permitted after Jan. 1, 2020.”“If that’s not the case with the home in question that you mentioned, then the mandate does not apply,” wrote energy commission spokesperson Edward Ortiz.The McKays were told it would be about ,000 extra to buy the solar panels.“I think that it was misleading because we were buying a house that we were told it was 5, but it’s actually 5 or we’re paying a higher monthly out of pocket,” said Brian McKay.The seller knew they were on a time crunch.“We sold our property [in Nevada]. We’re at an AirBnB… we need to buy,” Carmen added.Nobody at the sales offices at Horse Creek Ridge would comment. Team 10 was directed to public relations. Through email, the spokesperson said:“Two separate state energy requirements guide D.R. Horton in its decisions regarding home design options in the state of California – the current State Energy Code requirements (commonly known as Title 24) and the State‐Mandated Solar requirements, which take effect in 2020. In most communities, we have found that solar is the best, most cost‐effective option for both D.R. Horton and our homebuyers to meet the current Title 24 Energy Code requirements. Thus, Horse Creek Ridge was designed using solar to meet the current Title 24 requirements, and as a result, we are required by the state to have solar on each home in the community.”When asked why that was not told to the potential homebuyers from the beginning, during the tour of the home, D.R. Horton spokesperson added that “solar requirements are communicated to customers via numerous marketing materials… and as an addendum to the home purchase agreement.” She pointed to an 8-page brochure, where solar is mentioned once on page 7. She also sent Team 10 an image of solar displayed on a model home—something the McKays said they never saw.There is no mention of solar or photos of any homes with solar on Horse Creek Ridge’s website. “I feel like I was deceived,” Carmen said. “We fell in love with the place. I felt like I was pushed in the corner.”Dan Zimberoff is an attorney not involved in this case, but he has seen solar disputes in the past. “A buyer needs to be aware,” Zimberoff said. “If you’re purchasing a new home and you see what that price is, ask the details. Is that really going to be the final price?” “We’re starting to remember why we left California,” Carmen said.The McKays ultimately decided not to buy the home. They hope their experience teaches others about the right questions to ask. “We were willing to pay the higher cost to live here, but I don't like being misled by builders,” Brian said. ENCINITAS, Calif. (KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money.
