BEICHUAN, Sichuan, May 10 (Xinhua) -- The quake-devastated Beichuan county seat in southwest China's Sichuan Province reopened Sunday to residents to mourn the dead ahead of the first anniversary of the disaster.     Some 21,000 people, or two-thirds of the county seat's population, were dead or missing in the 8.0-magnitude earthquake on May 12 last year, making the county the worst hit in the quake.     The county will be open for four days till Wednesday.     Mourners brought flowers, incense and candles and set off firecrackers in the ruins of former bus stations, county government buildings and homes. The police distributed bottled water to the crowd for free. Construction of the new school will begin on May 12.     "I wish my sister can study hard to enter the senior high school. UNITED NATIONS, July 13 (Xinhua) -- The international community should give a more balanced assessment of the political progress Myanmar has made and treat it with less arrogance and prejudice, a senior Chinese diplomat said here Monday.     Liu Zhenmin, China's deputy permanent representative to the UN, told an open meeting of the Security Council that "it has been unfair to turn a blind eye to the progress Myanmar has made, or instead, always be picky at its government."     Liu said the UN Secretary-General Ban Ki-moon has been actively conducted good offices in Myanmar as mandated by the General Assembly in recent years.     "His unremitting efforts and the positive outcome thereby achieved deserve an objective and fair assessment by the international community," he said.     Ban briefed the 15 members of the Security Council at the meeting on his latest visit to the south-eastern Asian country on July 3-4, the second in just over a year. In order to maintain the justice of judicial process, the Myanmar government did not arrange the bilateral meeting. This is totally understandable. The UN should respect the jurisdiction of its member state," Liu said.     He said China has time and again stressed that the secretary-general's good offices are a process and his visit is a part of the efforts.     Ban had in-depth talks with top leaders of Myanmar, directly conveyed to them the concern of the international community and enhanced mutual trust between Myanmar and the UN, Liu said.     "This will play an important role in encouraging the Myanmar side to maintain the current momentum and promote the democratic process according to the established plans," Liu said.

BEIJING, April 27 (Xinhua) -- In light of an outbreak of swine flu in Mexico, China's Ministry of Health issued a notice Sunday about disease prevention and detection, warning citizens to be careful.     The notice defines the symptoms of the disease and how it can be transmitted to humans.     Although there is no vaccine yet, the disease is preventable, controllable and treatable, it said.     As of Monday morning, no cases of the illness had been reported in China.     The ministry said so far, there is no evidence that this flu could be spread through food.     It also warned those who travel abroad to be alert for any signs of infection.     Swine influenza A/H1N1 is a respiratory disease that infects pigs and does not normally infect humans. But sporadic cases do occur, usually for people who have had close contact with pigs.     It has killed more than 60 people out of about 1,000 suspected cases in Mexico.     China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) issued an emergency notice Saturday requiring people to report flu-like symptoms at the point of entry when returning from affected regions.     According to the Health Ministry, the ministry is working with the Ministry of Agriculture and GAQSIQ to monitor the disease.     The ministry has contacted scientists who have done viral sequencing on swine flu. It has also stepped up cooperation with the World Health Organization and the U.S. and Mexican governments to obtain updated epidemic information and prepare for a possible outbreak.     China should establish an effective disease prevention and control system it it entry-exit inspection and quarantine process, the ministry added.

BRUSSELS, April 28 (Xinhua) -- Senior officials and scholars from the European Union (EU) and China held a conference here, urging the two sides to enhance cooperation dedicated to seeking a global solution to the financial crisis.     "After the financial crisis hit us, we stood closer, supported each other and worked together for an early recovery of our economy and that of the world. We become tightly bound more than ever before," Chinese ambassador to the EU Song Zhe said in a keynote speech at the conference in the European Parliament on Monday.     "We have every reason to cooperate," Song said, adding China and the EU have converging interest and share common responsibility.     Sino-EU relations has experienced slight derailing last year, as China postponed a summit with the EU due to French President Nicolas Sarkozy's decision to meet the ** Lama when France held the EU presidency. Relations appeared back on track in the face of the global financial crisis.     Early this year, Chinese Premier Wen Jiabao visited Europe on a Journey of Confidence. Later during the G20 summit in London early this month, President Hu Jintao met a number of European leaders to consolidate mutual trust.     In an effort to build a joint front against the financial and economic crisis, a trade and investment delegation from China last month struck multi-billion-U.S.-dollar deals with European companies to boost trade.     Chinese Vice Premier Wang Qishan is scheduled to visit Brussels next week for high-level economic dialogues with EU counterparts.     The 11th China-EU Summit will be held in Prague in mid-May, as the Czech Republic is holding the current EU presidency.     The EU is the biggest organization of developed countries and China is the biggest developing country, Song said, adding bilateral relationship takes on greater global and strategic importance.     Antonie Quero-Mussot, deputy head of cabinet of EU Commissioner for economic and monetary affairs, noted that cooperation between the EU, China and beyond is a necessary condition for a solution to the global financial crisis.     "Without the dialogue not only between the EU and China, but also between all the major economies... there will not be a solution to the crisis," he said.     His remark was echoed by Mei Zhaorong, former president of Chinese People's Institute of Foreign Affairs.     "We can not solve the problem alone but have to work together," Mei said at the conference.     He also downplayed the possibility of a G2 framework, under which the United States and China are expected to have a joint central role of leading the world out of the crisis.     "We are not of the opinion that we alone with the U.S. can solve the problem," Mei said, "I do not think Europe like that opinion either."     "I think the current form of G20 are far better. We should look at developing countries and emerging economies," he added.
