SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. SAN DIEGO (KGTV) — San Diego Police say they have arrested a 23-year-old man in a fatal shooting in the East Village this week.Tyler Cosby of San Diego was arrested on Thursday for the murder of a 37-year-old man shot to death outside a downtown parking garage on Tuesday, according to SDPD.The victim, a 37-year-old white male who has yet to be publicly identified by police, was found in the area of 14th and G streets shortly after 10 p.m. Officers responding to several reports of gunshots arrived to find the man lying on the sidewalk at `1400 G St., near a parking garage entrance.The victim had at least one gunshot wound, according to police. SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

And then getting ready so that as soon as I get sworn in, I can hit the ground running," Jacobs told ABC 10News.Jacobs says the new Congress' first priority will be helping the nation bounce back from the COVID-19 pandemic. She says she'll insist any new round of stimulus spending will include funding to help small businesses and families, including child care.In her victory speech, Jacobs pointed out that at 31, she'll be one of the youngest members of Congress, and just the third woman to represent the San Diego region. Aeiramique Glass Blake, an activist and friend of Jacobs, says her election is inspiring to young San Diegans.
