TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. Cavaliere said their program helped those with disabilities and medical conditions, and inmates as well."Individuals training these dogs are learning about the science of behavior and its helping them with their rehabilitation. Second Lieutenant Travis Wilkie was buried with full military honors today at Miramar National Cemetery. It was a somber scene as a horse-drawn carriage arrived with the casket carrying the 23-year-old graduate of the Air Force Academy in Colorado. Wilkie's parents, sister, and new wife, Peyton looked on as members of the Base Honor Guard escorted the flag-draped coffin. Two T-38 Talon jets were landing in formation when something went wrong. Wilkie excelled in everything he did. He was a standout baseball player and honors student at La Jolla Country Day School. He continued playing ball and setting records at the Air Force Academy. He graduated from the academy in 2018 and was just weeks away from getting his wings, according to a statement by the family. Wilkie and his girlfriend had just married in October. Peyton is also in the Air Force. Military officials say it could be a couple of months before they know what caused the crash. 1308

SAN DIEGO (KGTV) — For the first time in 40 days, San Diego County has fallen below the state's County Monitoring List threshold for coronavirus case rate.San Diego County was placed on the list on July 3 after it crossed the state metric of 100 cases per 100,000 people over 14 days. Wednesday, the county reported a case rate of 94.1.The county will have to remain off the watch list for another three days to get off California's watch list and an additional 14 days in order for local schools grades 7th through 12th can return to in-person instruction.No other businesses are slated to be allowed to reopen after that 17-day window unless the state provides more guidance for business reopenings, according to the county.San Diego County reported 236 new COVID-19 cases on Wednesday, a 3% positive rate out of 7,339 reported tests. Six new deaths were also reported, including five women and one man who died between July 28 and Aug. 11. All of the victims had underlying conditions, county officials said.The county also reported two new community outbreaks, one in a grocery setting and one in a manufacturing setting.While the county's case rate has fallen, it continues to be high above its community outbreak threshold of seven in seven days. Currently, the county has 26 community outbreaks in a week. A community outbreak is three or more coronavirus cases in the same setting in people of different households in the past two weeks.Supervisor Nathan Fletcher said of the drop in the county's case rate: "San Diegans should be proud of the progress we have made, but we have to recognize the goal is not just to get our cases down, it is to keep them down. We’ve seen progress because of a renewed focus and vigilance, and we need that same focus going forward." 1782

  

SAN DIEGO (KGTV) — Halloween fun will return to Legoland California this season with costumes, outdoor festivities, and delicious treats for guests.Legoland's Halloween festivities will bring the spooky season to Miniland U.S.A., a scavenger hunt, LEGO building activities, and good bags filled with cady on Oct. 2-4, 9-11, 16-18, 23-25, and 30 and 31.Character meet-and-greets will also be held and families will be able to dig into some delectable eats at Smoke House BBQ and NINJA Kitchen.Of course, the park will be dressed to impress in its best Halloween decor and young visitors are invited to dress up as well.Tickets for Legoland's special outdoor experience start at .99 and guests will be required to purchase tickets online in advance to reserve access.To protect guests from the spread of the coronavirus, capacity at Miniland will be reduced, cashless payment options will be used, social distancing measures will be in place, and regular sanitation and cleaning will be performed.Face coverings will be required for all guests three years old and up and park employees.The park's event will be held from 3 p.m. to 7 p.m. on Fridays, 10 a.m. to 2 p.m. and 3 p.m. and 7 p.m. on Saturdays, and 11 a.m. to 3 p.m. on Sundays. 1246

  

SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police. They said someone punched an officer and when police were in the process of arresting that person, two other people tried to interfere. All were arrested. 1967
