NASHVILLE, Ind. — A faculty advisor for the yearbook at a high school in Indiana has been suspended without pay for two weeks for a photo caption that referred to a Black student as "Black Guy" instead of the student's name.Brown County Schools Superintendent Dr. Laur Hammack and high school principal Matthew Stark made the announcement in a letter to the district on Friday.The mistaken caption printed in Brown County High School's 2020 yearbook."Our investigation did not identify any students (currently enrolled or graduated) who were involved in the creation of the offensive content," the district's statement read. "We believe the content was created by the faculty advisor for the yearbook; he will no longer serve in that role. Additionally, this same faculty member is being suspended without pay for two weeks."The district did not identify the staff member nor say whether the advisor is also a teacher."Both the family of the student and the former faculty advisor involved have committed to a restorative conference where the harm that was caused is acknowledged, the individual causing the harm is held accountable, and an honest discussion about the harm caused by this inexcusable act is conducted," the district's statement read.The district said that the discussion will and needs to continue."We are having meaningful conversations with students, families, and members of the larger Brown County community to help ensure an incident of this type will never happen again," the district said. NASHVILLE, Tenn. (WTVF) — A Tennessee woman is calling for more oversight on the U.S. Small Business Administration loan program, saying it has made people an easy target for thieves.Pat Golab has been following the trail left behind by the people responsible for stealing her identity back in August. The last time she spoke about what happened, she shared that she was approved for the SBA Economic Injury Disaster Loan (EIDL). Not only did Golab not apply, but she doesn't have a business of her own.In the months that followed, Golab filed three reports with the SBA and the Office of the Attorney General. She finally managed to get her hands on a copy of the application and says what she found should put others on alert.Thieves used her name, address, and social security number to apply for the ,000 loan, but left virtually everything else blank.Simple questions like ethnicity, gender, and veteran status went ignored. Golab says that should have been a red flag, but it only got worse from there.“Things like, how long have you been in business? Nothing,” said Golab.Questions on prior business history and bankruptcies were left blank. These thieves claimed 12 employees were working, but also say they plan to retain none.“The application never should have been approved,” Golab said.So why was a program designed to help businesses keep their employee, paying out thousands of dollars to businesses who don’t plan on retaining anyone? That’s the question Golab has yet to have answered.“I looked on the SBA’s website on how to complete the application and one of the first things it says is every question must be answered. If not, the application will be returned and you’ll come back and you’ll start at the bottom. Which was not what they did at all,” Golab said.The loan in Golab’s name has been deferred, but she still gets letters from the SBA saying they need her to make 0 payments each month to cover the accruing interest.We contacted the SBA once again on Monday and they tell us they can’t speak in detail about individual claims.They issued this statement:“The SBA Office of Inspector General and the agency’s federal partners are working diligently to resolve Economic Injury Disaster Loan and PPP fraud incidents.Additionally, the SBA does not comment on individual borrowers. Evidence of waste, fraud, and abuse with any of SBA’s loan programs is not tolerated and should be reported.”Douglas Schmidt is a professor of computer science at Vanderbilt University and says cybercriminals are expanding their operations around the country. This makes it even more challenging to catch them in the act, and almost impossible if they are beyond the jurisdiction of local and state law enforcement.With how fast federal officials had to roll out money for unemployment programs and the SBA loans, Schmidt says it makes sense why some applications like those filed in Golab’s name could slip through the cracks.“It’s a growing problem. It's a problem that is only solved by education,” Schmidt said.If they haven’t tried already, Schmidt says thieves will send phishing emails and or calls, claiming to be one of these agencies you trust. Whatever you do, do not fall for it.Pay close attention to the email address or phone number. If you’re at all skeptical about who you’re talking to, try calling the agency back yourself to verify if they made the call in the first place.Around the holiday season, thieves will also try and use the names of people close to you. They may give you a story about a relative falling on hard time needing money. The same advice applies again. Try contacting the relative yourself, to avoid sending money to someone you do not know.Thieves may also try and convince you that your Amazon package is delayed and they need more information to verify where to send it. Months of debate have transitioned into action as school districts across the country welcome students back for the 2020-2021 school year, whether online or in-person.In Iowa, however, the debate over how to approach the topic has transitioned to the court system.In July, Gov. Kim Reynolds announced a new mandate at a press conference requiring school districts teach at least 50 percent of its curriculum in-person. She also said school districts would only be able to move to an online-only curriculum if the COVID-19 positivity rate in that region reached 15 percent or higher.It is one of the highest positivity rate thresholds in the country.The CDC has used the positivity rate, or percentage of COVID-19 tests that return a positive result, as a barometer of how the coronavirus is circulating across the country. Below 10 percent is indicative of the shrinking rate of transmission.When it came out with school guidelines, the CDC recommended schools only reopen to in-person learning if the positivity rate was 5 percent or below.For comparison, New York City has said kids can’t go back to school until the positivity rate is under 3 percent. Arizona has set its bar at 7 percent, and even the surgeon general has said schools nationwide shouldn’t consider returning to in-person learning unless the positivity rate is under 10 percent.“I look at my husband who has to go teach in high school and look at the risks that presents to him. I have to look at my kids who are missing out on in-person school,” said Lisa Williams, a school board member in Iowa City.Recently, the Iowa City Community School District joined in on a lawsuit filed against the state that claims the governor is violating the state constitution by not looking out for the well-being of Iowans.“It’s troubling,” said Williams. “I think kids need to be in school. They need to be for a whole host of reasons, but I don’t think the 15 percent is a good barometer of whether or not it is safe to do so.”“I was shocked,” said Mary Kenyon of the governor’s mandate. “I was angry. I’m still angry. I have a lot of anger.”Kenyon has decided to keep her son home to learn online unless things change. Despite the new mandate, the state is allowing parents to keep their kids home so they can learn in a virtual-only capacity if they choose.“They are trying to create a policy that will blanket a state that has widely varying types of educational settings,” she said.The issue isn’t exclusive to Iowa, either, but most rural states. Iowa City’s school district has 14,000 students.
