CHULA VISTA (KGTV) - Nearly 5,000 people were without power Saturday evening in Chula Vista, according to SDG&E.The outage began about 7:30 p.m. with around 1,700 customers in the dark. It expanded to about 4,800 by 9:30 p.m., according to SDG&E's website.The power was restored at about 10 p.m. SDG&E did not provide the cause of the outage.This is a developing story. 10News will update when details become available.  445

CHULA VISTA, Calif. (KGTV) -- A beloved South Bay preschool director is being remembered as someone who always made others feel special.Aaron Partch was a co-director at Concordia Preschool in Chula Vista. He passed away September 15th.A virtual memorial for him was held Saturday.Like many other schools, Concordia closed in March during the pandemic. A couple months after the school closure, Partch was diagnosed with grade four glioblastoma. He had undergone brain surgery and was receiving treatment, including chemotherapy and radiation. In mid-September, Partch passed away suddenly from a heart attack.“God took our warrior up to heaven where he no doubt is singing and dancing with the angels,” his family wrote online.His co-workers said his energy will be missed.“He knows everybody by name. His greetings were always extremely cheerful, but sincere. When he asked you how your day was, he wanted to know,” said preschool teacher Meagan Lee, who worked with Partch for the last two years. “I think it’s really hard for all of us to walk down the halls and know he’s not going to be there with us.”Partch had been with Concordia Preschool for more than ten years. Nearby schools also remembered him.“If you knew him, you knew what a loss this is not just for Concordia, but for our community as well. Aaron was one of those people who lit up a room. He filled every moment with happiness and joy, and he was such a great leader to his students,” the Enrique Camarena PTA wrote on Facebook.Partch was 51 years old. CHULA VISTA (KGTV) -- A family and their pets forced out of their Chula Vista home after smoke started to fill the upper floor.Fire crews responded to the home on Montcalm Street around 2 a.m.Firefighters got there and looked for flames, but only found smoke in the attic due to a possible electrical issue.The fire department rendered the home uninhabitable due to tearing apart the walls and ceilings to find the fire.Everyone made it out safely, but an 87-year-old woman was treated with oxygen. 506

  

CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. The other two suspects got away.A Kroger spokesperson said they "are cooperating with the police who are investigating the matter." 1670

  

CIA Director Mike Pompeo traveled to North Korea over Easter weekend for a meeting with leader Kim Jong Un, sources confirmed to CNN on Tuesday.One source said Pompeo took only intelligence officials with him on the trip, no White House or State Department officials.Trump confirmed the details himself on Twitter Wednesday morning."Mike Pompeo met with Kim Jong Un in North Korea last week.
