SAN MARCOS, Calif. (KGTV) - A driver told 10News she was terrified as she crashed through the front of a San Marcos doggy daycare Friday morning. The crash happened at Sandy Pawz, 630 Nordahl Road, as a crowd looked on. The driver was reportedly distracted by her own dog. “She decided to help me drive, and jumped up,” said the woman who only wanted to be identified as Robin. “Everything was crashing down on my windshield and I didn't know what was in front of me.” The car went past the front lobby and through drywall into a second room. “I consider myself a very smart person but I froze out of fear...fear, and then I thought I was going to die.” No pets or people were harmed. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. While the limit is 45 mph, they say the flow of traffic is often 10 miles above that. 1206

SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(AP) — Wells Fargo has agreed to pay at least 5 million to settle a California lawsuit alleging it signed up thousands of auto loan customers for costly car insurance without their consent, resulting in many having their vehicles repossessed.The bank filed the agreement Thursday in a federal court in Santa Ana. It still needs a judge's approval.Another defendant, National General Insurance, agreed to pay .5 million, the New York Post reported.San Francisco-based Wells Fargo confirmed the agreement Friday and called it "an important step in making things right." The bank's statement said that it will be sending checks to affected customers.The 2017 class-action lawsuit alleged that for more than a decade, Wells Fargo tacked on insurance to customers' car loans that they didn't need because they had private insurance.Some 25,000 car owners couldn't meet the additional fees and had their vehicles repossessed, the suit alleged.The bank acknowledged in 2017 that million in unnecessary insurance charges had been added to 800,000 auto loans.It's one in a series of scandals involving the banking giant, starting in 2016 with the uncovering of millions of fake checking accounts its employees opened to meet sales quotas.That led to the resignation of CEO John Stumpf. Last year, the Federal Reserve capped the size of Wells Fargo's assets, and Stumpf's replacement, Tim Sloan stepped down in March. New improprieties had come to light on his watch, including the auto loan issues.Federal regulators who lost patience with Wells Fargo's continued bad behavior inflicted harsh punishments. Wells had to pay a billion fine last year to the Consumer Financial Protection Bureau and the Office of the Comptroller of the Currency.
