SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) – San Diego police are investigating a series of scooter thefts that happened in the North Park neighborhood.Three scooters were stolen blocks from each other and reported one day apart.One was reported Tuesday in the 4800 block of Kansas Street.  Another two were reported stolen on Wednesday. SAN DIEGO (KGTV) - San Diego County Supervisors and the charity organization responsible for running a shelter for asylum seekers responded Wednesday to the county’s lawsuit against the heads of government agencies. The County of San Diego filed the lawsuit Wednesday against Homeland Security Secretary Kirstjen Nielsen, Acting Immigration and Customs Enforcement Director Ronald D. Vitiello, Immigrant and Customs Enforcement Executive Associate Director Matthew T. Albence, Commissioner of Customs and Border Protection Kevin K. McAleenan, and Chief of Border Patrol Carla L. Provost. The suit claims the end of the “Safe Release” program, which provided migrants with aid needed to leave San Diego County, was unlawful. The County of San Diego wants to reinstate the policy, which ended last fall, and be reimbursed for the cost of supporting asylum seekers in the following months. His failure does not remove our obligation to do the right thing to help families legally seeking asylum in the United States. I am proud our County is stepping-up to take on Trump. SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. Major said predictions are showing a slower complete recovery, adding it could take until 2023 or 2024 for a full economic recovery, assuming a vaccine is available around early 2021.Major also said some of the industries that aren't hurting as badly are innovation, government and construction. He said the focus moving forward should be on helping people in failing industries shift to jobs that are more successful."What we’re going to have to do is really find those and focus on re-training programs to help people change careers. SAN DIEGO (KGTV) - San Diego could become the first local police department to provide a low-cost, late-night daycare facility for officers' kids. The San Diego Police Officers Association (SDPOA) has a new plan to help struggling offers who are trying to make it in San Diego.Kelly Stinnette has two full-time jobs. She's a mother to her toddler, Landon, and she’s a detective with San Diego Police Department's Sex Crimes Unit. At times, she can be on-call for 24-hour periods.“It's a lot of anxiety and stress because you're thinking [that when] somebody's called the police [it] could be the worst day of their life and I need to be there 100% for them but still taking care of my son,” she tells 10News.To complicate matters, her husband is an SDPD SWAT officer.“With his team, they basically need to be able to respond at anytime, anywhere in the City of San Diego,” says Det. Stinnette.Parenting gets difficult when both she and her husband have to rush to work but need someone to watch Landon. “We basically have to have friends or family on backup,” she adds.“There's obviously an overwhelming need,” says Det. Jack Schaeffer with the San Diego Police Officers Association. He’s referring to the need for a special daycare for officers’ kids. He’s now working to make it a reality.“Our goal is to basically cut the cost in half or better for our members while staying open for 20 hours a day,” he tells 10News.According to a report from childcareaware.org, the cost of infant care in California averages more than ,000 a year.Det. Schaeffer adds, “Some of our members are spending around ,000 a month to have their kids watched if they have two or three kids.”The idea is that a low-cost daycare for officers’ kids would attract more applicants in a department that's faced a shortage of officers.“It not only does good things for recruiting, but for our mental wellness,” says Det. Stinnette.Det. Schaeffer's team is building the program from scratch. Initially, it'll only be available to San Diego police officers who are members of the SDPOA. “This is going to be the first big city that I know of that'll have something like this,” adds Det. Schaeffer.A location for the daycare has not been finalized. If all goes as planned, the daycare could be open within a year.The SDPOA already received a generous grant from San Diego’s Cushman Foundation.
