HARBIN, Aug. 10 (Xinhua) -- Chinese Vice Premier Li Keqiang said over the weekend that the rebuilding of shanty towns which have long-housed low-income workers is an important part of the country's effort to improve people's livelihood.     Li made the comment at a working conference to address the rebuilding of shacks in cities and at compounds of large state-owned mining enterprises held in Harbin, capital of northeast China's Heilongjiang Province, on Saturday.     Such shanty towns are shabby residential areas that were built when the country started to industrialize its economy, and people living there are more often low-income wage earners in factories.     These people are either living in a space that is less than 10 square meters for each, or in apartments that have no tap water or sewers, or even toilets or kitchens. Chinese Vice Premier Li Keqiang (C) addresses a meeting on the rebuiding of cities and hut zones, in Harbin, capital of northeast China's Heilongjiang ProvinceChina is aiming to offer proper housing for 7.5 million low-income urban households and 2.4 million households living in shanty towns of coal mines, reclamation areas, and forest zones in three years, Premier Wen Jiabao said in March.     There are another 1.14 million living in shabby apartments at compounds of state-owned mining enterprises, which are not included in the planning of cities, according to the conference.     Li urged to integrate the rebuilding of such shanty towns with the low-income housing project, initiated by the Chinese government to build affordable houses for low-income urban residents.     He also asked planners to build homes at different price levels in a region so as to avoid the concentration of poor population in a certain neighborhood.     Li stressed that the government should dominate the project of rehousing low-income workers, but it could invite funding from outside the government.     He said the government should secure land supplies for such projects and materialize tax supports.     The central government pledged to allocate 49.3 billion yuan (7.25 billion U.S. dollars) from the central budget to finance such housing projects in 2009 alone.

"If anyone had predicted to me in 1971 what China looks like in2009, I would have thought he was dreaming... but you have made a reality out of these dreams, " Kissinger said in a recent interview with Xinhua at his New York office on the 60th anniversary of the founding of the People's Republic of China, which falls on Oct. 1.     Kissinger, who helped pave the way for the normalization of U.S.-China relations in 1979, said the 30-year-old bilateral relationship has grown remarkably. BEIJING, Sept. 17 (Xinhua) -- China's securities authority Thursday began reviewing applications of the the first seven IPOs for listing on the Growth Enterprise Market (GEM), a Nasdaq-style market in China.     The seven enterprises covered fields of software, medical equipment and medicines. They planned to raise 2.27 billion yuan (332.65 million U.S. dollars).     The review meeting was for the first time opened to journalists, who were allowed to watch the meeting for about ten minutes.     The second batch of IPOs will be reviewed Friday and they plan to raise 1.13 billion yuan (165.30 million U.S. dollars), according to a report on the website of the China Securities Regulatory Commission (CSRC).     IPO review meetings would be concentrated on these days, a CSRC official, who declined to be named, told Xinhua Monday.     "IPO applications sent to the regulator were concentrated. The regulator had to take into consideration forming a block and guard against speculation that might push up IPO stocks prices," the official said.     The CSRC started to accept applications of the GEM on July 26 and had received 155 applications for IPOs on the GEM as of Sept. 10. The CSRC has formally agreed to handle 149 enterprises' applications that aim to raise 33.61 billion yuan (4.92 billion U.S. dollars).

BUDAPEST, Oct. 6 (Xinhua) -- Hungarian Prime Minister Gordon Bajnai has expressed optimism in having a better future in ties with China upon the 60th anniversary of the founding of the People's Republic of China.     Bajnai described China as a reliable international partner in a recent interview with Xinhua, saying that Hungary was one of the first to establish diplomatic ties with the fledgling country.     Having visited China in November 2008, he said he has been deeply impressed with the country's dynamic development.     "The high-standard professional exchange of views with Chinese negotiation partners in the central and local governments and withbusiness leaders have already yielded concrete results in the Hungarian-Chinese economic relations, to the benefit of both countries," said the prime minister.     He welcomed the forthcoming visit of Chinese Vice President Xi Jinping, saying the visit will offer an opportunity for the two sides to talk about "further significant advances in bilateral economic cooperation."     The past decade has witnessed a 17-fold rise in trade between Hungary and China, he said, adding that there had also been extensive growth in their cultural, educational, scientific and tourism cooperation.     Noting that China is one of Hungary's most significant Asian trade partners and Hungary one of China's most prominent in central and eastern Europe, Bajnai said further improvement of the relations with China has been a priority of the Hungarian foreign policy.     "Mutual investment and technological cooperation are important not only because they are profitable for businesses of both countries, but also because in hard economic times they create jobs, " he said.     He noted that China has been doing a splendid job in facing up to the challenges of the world economic depression.
