UNITED NATIONS, May 4 (Xinhua) -- China on Tuesday spoke highly of the Nuclear Non-Proliferation Treaty (NPT) in promoting non- proliferation, disarmament and peaceful use of nuclear energy.Li Baodong, the head of the Chinese to the 2010 NPT Review Conference, made the statement as he was speaking at the review conference, which entered its second day here Tuesday."Over the last four decades, as the cornerstone of the international non-proliferation regime, the Treaty on the Non- proliferation of Nuclear Weapons (NPT) has played a major and irreplaceable role in preventing nuclear proliferation, advancing nuclear disarmament and promoting peaceful uses of nuclear energy, " said, Li, who is also the Chinese permanent representative to the United Nations."Under new circumstances, to further enhance the universality, authority and effectiveness of the NPT is conducive to safeguarding and promoting international and regional peace and stability, which serves the common interests of all countries," he said."This Review Conference is held at an important historical moment," he said. "The goal of complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is getting widely recognized, and the consensus for non-proliferation is building up in the international community. A growing number of countries have chosen to use nuclear energy for the development of renewable and clean energy.""The success of the Review Conference bears greatly on the prospect of the international nuclear non-proliferation regime and the future of the international nuclear disarmament process," he sad. "It also bears on the sustainable development of nuclear energy and of the economy, and on international peace and security. It is the shared responsibility of all states parties and the international community to make this Conference a success. "The first decade of the 21st century has witnessed complex and profound changes in the international security situation, he said."The pursuit of peace, development and cooperation has become the strong mainstream of our times," he said. "At the same time, mankind is also facing new security challenges. Traditional and non-traditional security threats are intertwined, regional conflicts and hotspot issues keep emerging, and threats of terrorism and proliferation of weapons of mass destruction cannot be neglected.""New security situation requires a new security concept and a broader perspective," he said. "The security of all countries has never been as closely interconnected as it is today. Hu said China hopes to work with France to maintain high-level exchanges and dialogue and consultations on major issues of common concern.Hu also suggested both sides boost pragmatic cooperation. He said in addition to cooperation in traditional fields, the two sides should actively promote cooperation in energy saving, environmental protection, new energy, agriculture and farm produce processing, and among small and medium size businesses to seek long-term, stable and reciprocal common development.The two countries should strengthen cultural exchanges, facilitate language education, two-way travel, and dialogue between each other's media and think tanks, Hu added.He said China and France are expected to together meet local and global challenges to achieve a peaceful and stable international environment, citing reform of the international financial system, improving the global economic governance structure and coping with climate change.Hu told the press conference he and Sarkozy agreed to keep in close consultation on global issues and to conduct active cooperation to solve international and regional disputes by peaceful means.He said the Chinese side sets a high value on the role the EU play in international affairs and appreciates the constructive stance taken by the French side in promoting China-EU relations.When meeting the press, Hu noted France is the initiator of the reform of the global economic governance mechanism.Hu added China supports France's holding of next year's G20 summit.France will hold the presidency of the G20 summit this November and host the 2011 summit.Sarkozy said France is willing to work closely with China to ensure a successful summit.He said that China is a very important strategic partner of France and they both need to cooperate closely on major global issues such as pushing economic growth, and maintaining world peace.He said there is only one China in the world and that Taiwan and Tibet are both part of China. This is the policy France has been adhering to since the France-China diplomatic ties were established in 1964. There is no change in the policy.He said France is willing to work with China to further beef up cooperation and exchanges in fields including peaceful use of nuclear energy, aviation, transport, environmental protection, finance, agriculture and culture.After talks with Sarkozy, Hu said he will visit France at the invitation of Sarkozy.As a guest of Hu, Sarkozy is paying a state visit to China from April 28 to 30. He kicked off the visit in Xi'an, capital of northwest China's Shaanxi Province. He will attend the opening ceremony of the Shanghai World Expo on April 30.

BEIJING, April 22 (Xinhua) -- China's top food safety authority issued new regulations Thursday, setting more stringent requirements on the use and the approval of food additives.The Ministry of Health's "Regulations of New Food Additives," published on its website, set six new restrictions on the use of food additives.The new regulations forbid the use of food additives to mislead consumers about the content and quality of food or to fake food content.Using food additives to disguise decaying and bad quality food is also forbidden.Under the new regulations, food producers are required to use the minimum amount of necessary food additives, and are not allowed to use those that would reduce the nutritional value of food.The ministry would approve new food additives, only if they are proved to be necessary in food production and safe for humans in tests organized by the ministry, the new regulations stipulate.The ministry must conduct reassessments of the safety of its approved food additives, when their necessity and safety are questioned by new research results.The new regulations takes effective Thursday.Food quality in China has been a major concern after a series of scandals.In 2004, at least 13 babies died from malnutrition in the east China's Anhui Province and another 171 were hospitalized, after consuming infant milk powder that contained too little protein.In November 2006, the country's food safety authorities found seven companies producing salted red-yolk eggs with cancer-causing red Sudan dyes to make their eggs look redder and fresher.And in 2008, six babies died and 300,000 others fell ill after being fed with baby formula made from milk contaminated with the industrial chemical melamine.

  

YUSHU, Qinghai, April 24 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province on April 14 has climbed to 2,192, the rescue headquarters said late Friday.As of 5 p.m. Friday, 78 people were still missing, the headquarters said.Qinghai has received more than 722 million yuan (105.7 million U.S. dollars) in donation as of Friday, according to the provincial department of civil affairs.This includes 328 million yuan in cash and 394 million yuan worth of supplies, the department said.It said 1,363 tonnes of food, 87,476 boxes of bottled water, 27,842 tents and 130,876 quilts have been delivered to the quake-hit Yushu Tibetan Autonomous Prefecture.A television charity show broadcast nationwide by China Central Television Tuesday evening alone raised 2.175 billion yuan (320 million U.S. dollars) to help quake victims of last week's earthquake.

  

BEIJING, April 11 (Xinhua) -- China's banking regulator said on Sunday that banks should not extend loans to home buyers who intend to use the money for speculative purposes.Lenders should increase their awareness about financial risks and raise the down payment ratio "by a large margin", said the China Banking Regulatory Commission (CBRC) in a statement.Down payment ratio of a second or more houses should be no less than 40 percent and the interest rates should be strictly in line with risks, according to the statement.The action is the latest in a campaign by the central government to dampen China's overheated property market.
