BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

BEIJING, May 23 (Xinhuanet) -- A new study suggests that crossing your arms could reduce the intensity of pain, according to media reports.The study was conducted by researchers from University College London (UCL), who reported their finding in the journel Pain.They said that crossing the arms could confuse the brain and conflicting information between the brain's two maps - one for the person's body and the other for external space - leading to a lower sensation of pain.A laser was used to generate a four millisecond pin prick on the hands of eight volunteers, who experienced this twice with their arms at their sides and arms crossed.Then the participants were asked to rate the intensity of pain in two situations and an EEG (electroencephalography) was used to measure their electrical brain responses.The results showed that both the perception of pain and EEG activity was reduced when the arms were crossed."Perhaps when we get hurt, we should not only 'rub it better' but also cross our arms," said Giandomenico Iannetti of UCL's department of physiology, pharmacology and neuroscience.

  

BEIJING, Feb. 12 (Xinhua)-- China said late Saturday that members of the United Nations should work for a broadly-based consensus on the reform of the UN Security Council.Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to a relevant question.Media reports had it that a recently-released declaration by some countries said most of UN member nations supported enlarging the council with new permanent and non-permanent members, and insisted tangible results be achieved in this regard during the Current Session of the UN General Assembly.Ma said China held that UN member nations should seek for a package of solutions for the reform, on the basis of broad and democratic consultation among member nations to accommodate interests and concerns of all parties.He said though some positive progress had been made since inter-government negotiations regarding the reform of the UN Security Council were launched, there were still serious differences within all parties over certain important issues about the reform.China advocated that the more differences the member countries had on the reform, the more necessary for UN member nations to enhance dialogue and consultation, he said."Experience has proven that presetting results for the reform or forcing premature reform plans will not only undermine the unity of UN member nations, but also harm the reform process, which will not be in line with any party's interests," he said.China is ready to maintain contact with all relevant parties, and make joint efforts with other member nations to push forward the reform in a way which can be conducive to safeguarding the overall interests of UN and the unity of the member nations, said Ma.

  

WELLINGTON, May 24 (Xinhua) -- New Zealand researchers have found a way to stop the growth of certain cancer tumors by " silencing" a group of PAX genes, members of a small family of genes that play important roles in embryonic development, but also allow cancer cells to grow and divide in adult tissue.In an article published in UK medical journal Oncogene, Otago University Professor Michael Eccles and colleagues revealed how they used the PAX8 gene to kill cancer cells.After detecting high levels of PAX8 protein in the majority of kidney, ovarian and thyroid cancers they studied, the researchers used molecular techniques to silence the PAX8 gene in several cancer cell lines."We found that these PAX8-depleted cancer cells ceased growing and dividing. The cells were essentially stopped in their tracks through the failure of multiple mechanisms and pathways crucial to their cell division cycle. They then entered into a state called senescence in which they no longer divided, and after that they ultimately died," Eccles said in a statement from the university Tuesday.The findings suggested that PAX8 could be a good target for the development of new cancer therapies, he said."Any resulting drugs would be a long way down the road, but in the meantime this research helps confirm that a focus on PAX genes may prove to be a fruitful line of attack against a number of cancers," he said.The research was supported by grants from the Health Research Council of New Zealand. It formed the main piece of work carried out by Otago doctoral graduate Caiyun (Grace) Li, now a postdoctoral fellow at Stanford University. Study co-authors also included Professor Antony Braithwaite and master's student Jen Nyman.In 2003, research led by Eccles discovered that proteins from one or more of the nine PAX genes were present in many common cancers. They found that "silencing" the gene expression of PAX2 in ovarian and bladder cancer cells, and of PAX3 in melanoma, led to the rapid death of the cells.
