Hu Jintao joined in the panel discussion of Jiangsu delegation in deliberating the government work report by Premier Wen Jiabao on the opening day of the Third Session of the 11th NPC.The country needed to develop more core and key technologies to support its transformation of the economic growth pattern and the economic restructuring, he told the lawmakers.He called for the establishment of a market-oriented technological innovation system, in which enterprises play the leading role and which combines the efforts of enterprises, learning and research institutes.He said higher education and research institutes should play a more important role in scientific and technological innovation.The President also stressed the coordination of industrialization, urbanization, and agricultural modernization, so that the agricultural sector could be boosted by the industrial sector, while the rural areas could benefit from the urban regions.He said authorities should facilitate balanced allocation of public resources and the free flow of production factors between urban and rural areas.Hu pointed out that China was currently facing both opportunities and challenges at the same time, but the opportunities outweighed challenges.He urged officials in the Jiangsu Province to push forward independent innovation, promote urban-rural integration of economic and social development, and deepen the reform and opening-up drive.

BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday.The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement.The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system.The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas.The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development.The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.

BEIJING, March 2 (Xinhua) -- Chinese lawmakers from across the country have gathered in Beijing for the upcoming Third Session of the 11th National People's Congress (NPC).NPC deputies from central China's Henan Province arrived in Beijing by train at about 6 p.m. Tuesday, becoming the last group to reach the country's capital city for the annual parliament session, which is scheduled to begin Friday.Aside from reviewing the government's work report for last year, voting on the central and local governments' draft budgets for 2010, discussing an amendment to the Electoral Law and mapping out this year's development blueprint, the lawmakers will also take part in three rounds of online dialogues with the public.The three online dialogues would be held on March 5, March 11, and March 12, respectively.The lawmakers would be joined by officials from the Ministry of Health, the Supreme People's Court, and the Supreme People's Procuratorate during the online dialogues.The NPC session's press center has begun soliciting questions for the three dialogues on the NPC's website, as well as from a dozen of popular news portals, including Xinhuanet, on Tuesday.

  

BEIJING, March 15 (Xinhua) -- Chinese Vice Premier Li Keqiang Monday urged the United States to respect China's core interests and major concerns.Li told visiting former U.S. secretary of state Henry Kissinger that he hoped the United States would safeguard the stable growth of China-U.S. ties."The severe disturbance that recently occurred in bilateral relations is not in accordance with the interests of both countries," Li said, refering to Washington's announcement of weapon sales to Taiwan, President Barack Obama's meeting with the ** Lama, and trade disputes between the two countries.A sound China-U.S. relationship was in the fundamental interests of both nations and peoples, and was also conducive to peace, stability and development of the Asia-Pacific region and the world at large, Li said. Chinese Vice Premier Li Keqiang (R) meets with former U.S. Secretary of State Henry Kissinger in Beijing, capital of China, March 15, 2010.He hoped that the United States would work with China to treat bilateral ties from a strategic height and long-term perspective, and to promote ties towards active, comprehensive and cooperative orientation.Li praised the contribution made by the 86-year-old former U.S. diplomat to advancing the China-U.S. cooperation, hoping he would continue his efforts for the growth of bilateral relations.Kissinger said China's major concerns should gain respect.During a speech earlier Monday, Kissinger expressed his optimism for the development of China-U.S. ties despite difficulties.Past frictions between the two countries had always been properly handled, Kissinger said.Also on Monday, Chinese State Councilor Dai Bingguo met with Kissinger.Kissinger served as the top U.S. diplomat during the presidencies of Richard Nixon and Gerald Ford in 1970s. He paid the visit to China at the invitation of the Chinese People's Institute of Foreign Affairs.
