SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752

SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. The order doesn’t become active until the abuser is served and made aware of the action. “Many times, these court orders do work and the violent behaviors stops. In cases where the court order is ignored and the violence escalates it’s important for that individual to develop a safety care plan,” she added. A safety care plan includes having a packed bag somewhere safe with clothes and copies of personal documents and planning an escape route. SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news. SAN DIEGO (KGTV) -- San Diego County residents are bracing for planned outages ahead of Santa Ana winds moving in Thursday morning. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. RELATED: Check today's San Diego County forecast“We have generators to keep the beer cold, we just can’t serve it to anyone, so it kind of affects us as workers, and also the people who just want to come and hang out,” said Robert Ogle, a bartender at Alpine Beer Company. Northeast to easterly winds are expected to reach 20 to 30 miles per hour Thursday and Friday with gusts of 40 to 65 miles per hour. Humidity will also plummet, reaching an average of between only 5 to 10 percent. Meanwhile, temperatures are also expected to soar.
