BEIJING, Sept.14 (Xinhua) -- A delegation of the Communist Party of China (CPC) left here Tuesday to attend the 8th Congress of Ethiopian People's Revolutionary Democratic Front (EPRDF).The delegation, led by Zhang Xuan, an alternate member of CPC central committee and deputy secretary of CPC's Chongqing Municipal Committee, was invited by EPRDF, the Democratic Progressive Party of Malawi and the African National Congress of South Africa.The delegation will pay good-will visits to Malawi and South Africa after the Congress.
BEIJING, Oct. 11 (Xinhua) -- China has kept a "generally stable" coal mine safety record in the first nine months of 2010, as the death toll caused by accidents remained almost flat over the same period last year, Zhao Tiechui, head of the State Administration of Coal Mine Safety (SACMS), said here Monday.From January to September, the nation's coal output reached 2.44 billion tonnes, up 17.2 percent, but accidents dropped 13.2 percent year on year, Zhao said.He did not give any actual numbers of coal mine accidents or deaths caused during period, but said the death ratio per million tons of coal output stood at 0.783 percent, down 13.9 percent over the same period last year.According to the SACMS's last publicized figures, deaths from coal mine accidents totaled 3,215 in China in 2008. In the January-September period of 2009, China recorded 591 fewer deaths from coal mine accidents, down by 23.8 percent from the 2008 level.Gas explosions, floods and fires inside coal mines were frequent occurrences during the first nine months, posing severe safety challenges to China's coal mine production, Zhao said.In a separate report by the State Administration of Work Safety in July this year, workplace accidents left 33,876 people dead in China during the first half of the year.

BEIJING, Aug. 26 (Xinhua) -- China is enacting various measures, such as increasing its annual grain harvest and creating new grain safety legislation, to ensure a food-secure society, according to an official of the country's top economic planning body.Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), said in his report to China's top legislature on Thursday that China would increase its grain output capacity to an annual yield of 550 million tonnes by 2020, which would be a rise in output from 530.8 million tonnes in 2009.Zhang said the country would further strengthen its grain production capacity, by means such as improving infrastructure construction, especially the farmland irrigation system, expanding the use of fine breed and high-productivity technology, improve farming methods and upgrading the farming industry's ability to resist disasters.China's total grain demand is expected to reach 572.5 million tonnes by 2020, and to maintain a food self-sufficiency rate of 95 percent, at least 540 million tonnes of grain would be needed by then, Zhang said.Zhang added that the NDRC and other food administrative agencies were working together in a draft law on food and grain.According to Zhang, China has established a preliminary emergency response system for grain safety, strengthening the production, storage, transportation and distribution of food and grain during emergency situations.
