SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. AIDS program.However, 53 percent of people who need HIV/AIDS treatments -- about 7.6 million people -- cannot get them, which accounted for 1.8 million AIDS deaths in 2010.There are now 34 million people living with HIV. And just in last year there were 2.7 million new infections.The decline in deaths and new infections means the AIDS pandemic is at a turning point, the UNAIDS report argues, adding smart investment can save millions of future deaths.

HANOI, Oct. 7 (Xinhua) -- Vietnam in cooperation with the United Nations Development Program (UNDP) and the Food and Agriculture Organization (FAO) organized a workshop here on Friday to finalize implementations in Phase 2 of the UN-Vietnam Joint Program to fight against Highly Pathogenic Avian Influenza (HPAI) during 2007-2011.The workshop is not only to review the achievements but also from that, Vietnam hopes to receive more supports from the UN agencies, said Bui Ba Bong, Vietnamese vice minister of Agriculture and Rural Development.According to the report, so far, Vietnam's project on prevention of HPAI has basically achieved the targets in terms of making plans, policies and strategies for the veterinary sector, assessing the impacts of destruction of poultry to the environment, controlling pandemic, and supporting vaccine inoculation, quarantine and control of the infected animals, said Bong.Vietnam showed great efforts in responding and preventing H5N1 pandemic during its occurrence in 2005-2006, evaluated UN agencies.In Phase 2, Vietnam achieved positive results in controlling and reducing the impacts of the pandemic, and promoting bio- security in livestock breeding. UNITED NATIONS, Oct. 28 (Xinhua) -- China's progress in meeting a development goal on children's health can serve as an inspiration to other countries working towards the same objective, Dr. Renee Van de Weerdt, chief of maternal, newborn and child health at the UN Children's Fund (UNICEF) told Xinhua in an interview Friday.Van de Weerdt said that "the example of China is very encouraging because it means it can be done, even in a very big country with a very big population."China is on track to meet the fourth Millennium Development Goal (MDG), one of the eight development targets that the international community has pledged to meet by 2015. MDG 4 requires that each country reduce its rate of mortality for children under age five to two-thirds of what it was in 1990.According to Van de Weerdt, most deaths of children under five take place in the first month of life. After the first month, the most prevalent causes of death are pneumonia and diarrhea.ACHIEVING THE GOAL WORLDWIDEThe international community has been doing "relatively well" in working towards achieving MDG 4, Van de Weerdt said.The UN Interagency Group for Child Mortality Estimation (IGME) stated in their 2011 Report on Levels and Trends in Child Mortality that the number of under-five deaths worldwide has dropped from more than 12 million in 1990 to 7.6 million in 2010."We really continue to see progress," Van de Weerdt said. "The number of children that die every year continues to drop so we are really pleased to see that progress. Unfortunately, the progress isn't sufficient to really be able to say that if we continue at this pace we would achieve MDG 4 by 2015."Some regions, according to Van de Weerdt, like Latin America and parts of Asia are making more headway towards the goal than others that are currently lagging behind.
