BEIJING, Oct. 18 (Xinhua) -- China's disaster relief authorities on Monday issued a national early disaster warning to gear up for super typhoon Megi, which is expected to batter China's southern coastal areas. The Ministry of Civil Affairs and the State Disaster Relief Commission, which agreed to activate the response, issued urgent notices to the civil affairs departments in the regions along the southern coast -- Hainan,Guangdong, Guangxi and Fujian -- to prepare for relief operations.Possibly the strongest typhoon to hit China this year, Megi, which means "catfish" in Korean, is expected to reach the eastern South China Sea around Tuesday midnight, bringing strong winds and rain to the four regions along the coast. The notices ordered local civil affairs departments to closely monitor the typhoon, take precautionary measures against possible geological disasters and flooding in cities, and ensure that people in vulnerable areas are evacuated on time. The 13th typhoon of the year, Megi is packing winds of up to 260 km per hour, making it the strongest typhoon to appear in the northwest Pacific since 1990 and the strongest typhoon of the year worldwide, according to China's National Meteorological Center.

BEIJING, Sept. 27 (Xinhua) -- Russian President Dmitry Medvedev Monday signed a series of political and commercial deals on his second state visit to China, a sign of closer strategic ties between the two world powers.Medvedev held talks with his Chinese counterpart Hu Jintao Monday in Beijing. They celebrated the completion of a long-awaited China-Russia oil pipeline, the largest bilateral project between the two countries. The 999-km pipeline runs from Angarsk in Russia to Daqing in northeast China. It is part of a bilateral loan-for-oil deal that was reached in 2009. Under it, China makes a 25-billion-U.S.-dollar long-term loan to Russia while Russia supplies China with 300 million tonnes of oil through pipelines from 2011 until 2030."The smooth completion of the pipeline project is a model for the two countries' mutually beneficial win-win cooperation and a milestone for China-Russia energy cooperation," said Hu at the completion ceremony. The two countries also signed 15 deals on cooperation covering coal, gas supply, energy efficiency, renewable energy, nuclear power, power grids and banking.Medvedev arrived in northeast China's port city of Dalian Sunday to start his state visit. There, he met with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945), part of WWII, underscoring the "deep bonds" between the Russian and Chinese peoples.

And the event sent an important message of peace and cultural exchanges, said Carter. Former U.S. President Jimmy Carter addresses the opening ceremony of the 4th China Zhijiang International Peace Culture Festival in Zhijiang County, central China's Hunan Province, Sept. 7, 2010. More than 300 guests from all over the world were invited to the festival, one of the celebration activity for the 65th anniversary of the Japanese surrendering to China and the end of the worldwide Anti-Fascism War. ZHOUQU, Gansu, Aug. 27 (Xinhua) -- Authorities are set to drain stagnant water by the end of the month which continues to submerge part of a remote mountainous town in northwest China's Gansu Province. This comes three weeks after a devastating mudslide left more than 1,700 people dead or missing, a senior military official said Friday. For weeks, soldiers and work crews have been using explosives and excavators to remove the massive debris and rocks that were swept down by the mudslide into the waterway and formed a barrier lake, flooding the riverside areas of Chengguan Township, Zhouqu County.People's Liberation Army Deputy Chief of Staff Zhang Qinsheng, who also serves as the deputy head of the work group for Zhouqu relief under the State Council, announced Friday that the deadline for removing stagnant water is 12 p.m. August 30, and rescue crews are working hard to meet the deadline.Experts have warned that the stagnant water -- at some point rising high enough to completely submerge a street light pole -- would rot the foundations of 80 flooded buildings and caused them to collapse. The water also posed a serious threat to public health, as it was an easy breeding ground for mosquitoes and bacteria.Meanwhile, the government of Zhouqu on Friday ordered the sludge-covered area of the mudslide to be sealed off for both safety and health reasons. This came five days after authorities banned the recovery of bodies in the hard-hit area -- about five kilometers long and 300 to 500 meters wide, at the foot of Sanyanyu Mountain. An avalanche of rocks and mud roared down the Sanyanyu mountain slope at midnight on Aug. 7, leaving 1,456 dead and 309 missing as of Aug. 27. The bodies of the missing, along with an undetermined number of animals, were believed to be buried under the meters-deep sludge.Soldiers have dug a water channel in the sludge-covered area to direct waters into the Bailong River. The mud and debris were carried away and dumped at farmlands outside the town properof Zhouqu. However, they might be stopped from continuing and leave the devastated hard-hit area untouched. Authorities are looking for new areas to settle homeless residents who are now housed in disaster relief tents."No dumping sites can be found for the sludge if the clearing efforts continue. Also, the site sits in an area where mudslides frequently occur. It is not suitable for reconstruction," said a directive issued by the Zhouqu county government. Before the disaster, the county seat, hit by the mudslide, had about 45,000 residents. Nearly half of them lost their homes in the disaster.
