(KGTV) — Disney officials say the company's California parks are prepared to reopen as soon as the state gives guidance for theme parks to open their doors.During a roundtable discussion with Florida Gov. Ron DeSantis on Wednesday, Disney World’s chief operating officer Jim MacPhee said the California theme parks are "ready to roll" once they are given the chance to reopen.“Disneyland has been ready to roll since July awaiting guidance from the state's governor on what the reopening protocols will be,” said MacPhee.RELATED: SeaWorld San Diego prepares to reopen with Zoo Days eventOfficials from Universal Studios who were also at the roundtable echoed the same preparedness."We're awaiting our park in Hollywood, as with Disney and SeaWorld, with respect to the state of California and the governor and when we'll be able to reopen. Disneyland, California Adventure, and Universal Studios have all been shuttered since March due to the pandemic. Disney officials had rolled out a phased reopening plan and safety measures in June with the assumption they would have guidance by July, but delayed the plans when it became clear the state was not issuing guidance anytime soon.MacPhee said one of the challenges is convincing state leadership, and eventually potential guests, that the parks' safety precautions to prevent to spread of COVID-19 will be effective."I think it's driving awareness, driving a strong focus on how safe our environment is, and having people roll in," MacPhee said.SeaWorld officials were also present at the meeting. (KGTV) -- A South Bay woman is mourning the death from COVID-19 of her boyfriend and her 'second chance' at love.Derik Williams started feeling sick in early July."Felt very fatigued, no cough," said Carol Althoff.Five days later, Althoff, his girlfriend of four years, brought him to the ER."Outside, they took his temperature and it was 101°.Williams was admitted and put on a sleep apnea CPAP device to help him breathe. A few days later, she got a call."He called home and he was his old self. 'Hi, babe, how are you?'" said Althoff.She was expecting a call the next day about him coming home.Instead, a doctor called about Williams needing to be placed on a ventilator. She talked to Willliams on the phone."We cried together. We said our 'I love you.' It was extremely emotional," said Althoff.A few days later, William - a father of 4 and a grandfather - passed away, days before his 55th birthday. Althoff, whose first husband died of cancer, says she didn't think she would find love again until she met Williams a few years later."Derek was loving. He was happy and so giving," said Althoff.She says the Air Force veteran was always volunteering, whether it was for The Rock Church, Stand Down, or soup kitchens."It was part of who he was. He wanted to be a better person, better than the person he was yesterday," said Althoff.As for where the coronavirus came from, Althoff isn't sure. She says Williams was diligent about masks and mostly went to the grocery store and his work, an aerospace company where he worked as a forklift operator. Althoff is making an urgent plea to COVID-19 seriously."Please, wear your mask. (KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity.
