In advance of hurricane season, Florida Power and Light is reviewing plans to make sure power is restored quickly after a storm. This week the company is holding its annual storm drill, simulating a Category 3 hurricane. During the drill, the company says it is incorporating lessons learned from Hurricane Irma, which knocked out power to 6.7 million electrical customers, according to the U.S. Energy Information Administration (EIA).EIA reports the rate of electric service restoration following Hurricane Irma was faster than Hurricane Wilma in 2005. Five days after Irma’s landfall, the share of customers without power had fallen from a peak of 64 percent down to 18 percent -- a recovery rate of about 9 percent of customers per day.Power outages during Wilma declined from 36 percent of customers to 16 percent by the fifth day after landfall. This is an average recovery rate of about 4 percent of customers per day. FPL credits the improvement to money spent on infrastructure improvements. Since 2006, more than 860 main power lines were hardened; within the next five to seven years FPL wants to harden all of them.Strengthened power lines perform approximately 40 percent better than non-strengthened lines, FPL said.This year, FPL plans to undertake the following additional initiatives to improve the reliabilityof service: 1416

(KGTV) - An Imperial Beach man said he was sucker punched during a peaceful protest in Imperial Beach on Sunday.Marcus Boyd was one of the people at the rally, which started at Veteran's Park. The attack happened when the group got to the beach, Boyd said."We were shouted at by three or four individuals, telling us to go home," Boyd said. "They decided to start throwing eggs at us. I crossed the street just to get a good image of the perpetrators."That's when Boyd said he was hit from behind. He still has a sore neck and headache. He said emotionally, it has been hard to watch the video. "He really tried to hurt me," Boyd said. Imperial Beach Mayor Serge Dedina tweeted that he's called on the San Diego Sheriff's Department to "investigate the violent assault on peaceful protestors" that occurred at the Imperial Beach Pier Plaza on Sunday afternoon. Mayor Pro Tem Paloma Aguirre added that she does not want residents to feel unsafe "for exercising their First Amendment rights."According to a Sheriff's spokesman, the incident occurred at about 3 p.m. on Sunday. The protester reported that he had been punched by another man after a verbal confrontation. The suspect ran away with two men, but deputies later made contact with the two individuals, SDSO added.SDSO said the suspect was eventually contacted, but could not be identified by the victim or other witnesses. Hundreds of students at Sage Creek High School in Carlsbad witnessed a graphic and emotional presentation about DUI driving Tuesday. The program is called "Every 15 Minutes" is presented by the CHP and other local first responders. Teens saw fellow students injured or dead after a drunk driving crash and also saw another student arrested for getting behind the wheel intoxicated. The two day program will conclude Wednesday with a mock funeral and a presentation by a CHP officer who lost family members in a DUI crash last year.  565

In a heartbreaking Facebook post, a Maryland animal shelter announced they found a puppy with its ears cut off tied to a tree in Baltimore. BARCS say they got a call saying someone had found two dogs tied to a tree and several other puppies in an empty lot. When the officer arrived, they found one of the puppies was bleeding from the head and the other puppies were for sale. The puppies were immediately taken to BARCS where they were seen by a vet. They named the injured dog Claude and determined that his ears were removed using poor instruments, like household objects, leaving him with tissue damage, pain, and infection. Claude is only 10 weeks old and BARCS says he is trying to do normal puppy things, but cannot because of the pain. He received emergency surgery but the veterinarians had to remove untreated infected tissue, so he lost even more of his ear structure. BARCS is now asking for money so they can continue to help Claude so he can find a loving home and recover. IMPERIAL BEACH, Calif. (KGTV) — Key improvements are on the way to the iconic Imperial Beach pier.The Port of San Diego is reallocating .8 million to make the changes to the city's biggest attraction. The shift comes after the city dropped a plan to build public bathrooms about a half-mile down the beach.Nearby residents had raised safety concerns. By next year, the pier should get more benches, beach-themed art, improved railings with beach-themed messages, more infrastructure for fishers, and a marker at the spot that is the most southwesterly point in the continental U.S. In 2022, the pier could get shade structures and a cantilevered extension lounge."People love to come and walk on the pier," Dedina said. "It's the town plaza for Imperial Beach."A spokeswoman for the port said the minor improvements don't need any further approval, but the shade structures and extension lounges will need to go through environmental review. 1378
