China's input into education is kept increasing in recent years, with more to be injected into the fundamental career, the government said on Sunday.A senior official with the Department of Education, Science and Culture of the Ministry of Finance, said in an interview with Xinhua on Sunday that education has been listed as the priority area for the central government to increase input in the coming years. The official's words echoed what the Chinese President Hu Jintao said on August 31. The president delivered a speech to more than 100 model teachers from all over the country, marking China's 23rd Teachers' Day which falls on September 10.President Hu stressed that education should be developed in priority to help train more professional and skilled people for the building of a well-off society in an all-round way and propelling of socialist modernization, and vows to support the development of education with more fiscal input.Statistics with the Ministry of Finance said that China's fiscal budget on education in 2007 reached 646.1 billion yuan (US billion), 105.3 billion yuan (US.9 billion) more than that of the previous year, up 19.5 percent year-on-year, higher than the 15.7 percent growth rate of national fiscal budget. In the first half of 2007, China's input into education within the budget has increased over 30 percent in comparison with the same period of last year, according to the ministry. The ministry said China is improving its national input mechanism on education, with the input kept increasing in the past years.During the tenth five-year plan period between 2001 and 2005, China's input on education within the budget totaled 1.5 trillion yuan (US0.4 billion), increasing 1.22 times that of the input during the ninth five-year plan between 1996 and 2000, realizing an annual increase of 17.63 percent.According to the ministry, this year, the increased government input into education will be used in four aspects, namely the rural education, subsidy to poor students, high-schools and colleges, and vocational education. On the basis that the country exempted students in rural areas of western and middle China from tuition and miscellaneous fees related to nine-year compulsory education last year, the same has been applied to the total of 150 million rural students of the whole country this year. The ministry said that in the coming years by 2010, the newly added input from both the central and local governments used on reforming the rural education input mechanism will reached 218.2 billion yuan (US.9 billion), including 125.4 billion yuan (US.6 billion) from the central government. The government also started to improve its subsidy system since the fall semester this year, a move to improve education equality. The system will benefit about four million students from the 1,800 high-schools and about 16 million students from 15,000 vocational schools. To buildup the five-class subsidy framework, the government will input 15.4 billion yuan during this fall semester, with the input to be doubled to 30.8 billion yuan next year. The ministry said the annual input from the government on the improved subsidy system will reach 50 billion yuan in the future. In addition, the Chinese government has also input nearly 40 billion yuan to improve the teaching quality of the high-schools, so as to help China's high-schools listed among the world's top-level schools. To train more professional and skilled talents in the coming years, the central government also planned to input a total of 14 billion yuan on the development of vocational education in the 11th five-year period. The fund will be used to set up more training bases for the vocational schools and further improve teaching quality of those schools.

China kicked off an annual rural work conference in Beijing on Saturday to map out the country's strategies and policies for agricultural and rural development in 2008.China's rural development will continue to be one of the areas that top the government's agenda in the coming year, as stressed at the 17th National Congress of the Communist Party of China (CPC) concluded in October.A recent CPC meeting urged continuing to modernize the agricultural sector to close the gap between urban areas and relatively underdeveloped rural regions in the coming year. The meeting called on to boost infrastructure constructions in rural areas, promote the steady development of agriculture, increase the income of farmers, ensure the basic supply of farm produce and improve the livelihood of rural population. It asked to establish a long-term mechanism for boosting the agriculture sector, continue to increase government investment on agriculture, give more support to the agricultural sector and boost grain production in 2008.Experts believed balancing inflation curbs and steady price hikes of farm produce for the good of farmers would be a key challenge for the Chinese government next year.Farm produce such as grain, meat and cooking oil, were major factors behind this year's soaring inflation. The Chinese government had pledged to modernize the agricultural industry and invest more money in the country's vast rural areas at the annual conference last year. The Party and government had annually devoted its first work document to rural development four times since 2004 to draw up a variety of preferential policies to support the rural sector. The move indicated that rural development was a top concern of the central government. This year's rural work conference is scheduled to last two days.

The National Development and Reform Commission (NDRC) has given Blackstone Group the green light to buy into and help restructure chemicals giant BlueStar. The NDRC has formerly approved the US company's agreement to pay 0 million for a 20 percent stake in China National BlueStar (Group) Corp, the State-owned chemicals maker.According to a notice on the NDRC website, it has given its permission for BlueStar to tap Blackstone as a strategic foreign investor and carry out restructuring.Blackstone will buy a stake in BlueStar's parent company, China National Chemical Corp, or ChemChina, which will hold 80 percent of BlueStar after the deal. The move is intended to smooth BlueStar's strategic restructuring, international expansion and public listing in the future, analysts said."Attracting private equity (PE) funds can help BlueStar draw investment capital and carry out strategic reform", Cheng Lei, an analyst with Ping An Securities, said.BlueStar considered several PE funds before choosing Blackstone, the world's largest PE company. BlueStar will become the US company's first investment in China.Blackstone executives Ben Jenkins and former Hong Kong financial secretary Antony Leung have been appointed by Blackstone to serve on BlueStar's board, the company said."We forecast (they) will bring new ideas to the State-owned company and help it transform," said Fu Yunfeng, an analyst with Ping An Securities.Ren Jianxin, president of ChemChina, said he believes Blackstone has sufficient investment experience in the chemicals industry because of its involvement with Celanese and Nalco.BlueStar is thirsting for global expansion. In 2004, it showed an interest in buying South Korean Ssangyong Motor Co, but Shanghai Automotive Industry Corp closed the deal instead.BlueStar's restructuring follows on the heels of the State-owned Assets Supervision and Administration Commission's (SASAC) campaign to strengthen and expand mid-level, State-owned enterprises.Li Rongrong, minister of SASAC has called on the agency to create 30 to 50 enterprises by 2010, which can rank among the world's top three global players in their sectors.
