BEIJING, Oct. 15 (Xinhua) -- The 17th Central Committee of the Communist Party of China (CPC) opened its fifth plenary session in Beijing Friday to discuss the nation's next five-year development plan.The four-day meeting will review proposals for the country's 12th five-year program (2011-2015) on national economic and social development.The period would be critical for building a moderately prosperous society, the Political Bureau of the CPC Central Committee announced last month.It would be a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern, said the announcement.China has pledged to build a "xiaokang" -- moderately prosperous -- society in the first two decades of the 21st century."The next five-year program will be vital for dealing with difficulties to realize the objective by 2020," said Prof. Hu Angang, a prominent expert on China's national situation in Beijing."The new program will basically be in accordance with the principles of Scientific Outlook on Development," Hu said.Despite of high GDP growth for years, China still faces huge challenges in development, ranging from unbalanced economic growth pattern, widening gap between urban and rural areas and between different regions, to environmental problems as well as international trade protectionism."China's export-driven economic growth is unsustainable," said Justin Yifu Lin, World Bank Chief Economist and Senior Vice President."Transformation of the country's economic growth pattern should still be a major issue for the next five years, 15 years and even a longer period of time."The CPC Central Committee Political Bureau said in a last month's statement that transformation of the economic growth pattern should be based on improving people's livelihoods.President Hu Jintao has pledged to adopt "Inclusive Growth," a concept created and advocated by Asian Development Bank in 2007, for resolving social problems as a result of economic development.According to Hu, inclusive growth means to spread the benefits of economic globalization and development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.World Bank President Robert Zoellick said developing countries will play a more important role in balancing and stabilizing the world economy, and China's effort will be of great significance for restructuring the world economy after global downturn.A draft version of the proposals for the 12th five-year program has been offered to some delegates of the CPC's 17th National Congress and organizations outside the Party.The document was further revised based on their suggestions.Sources with the CPC said the proposals, accumulated from throughout the Party and other organizations, would become a guideline document for China's continued reform and opening-up process as well as socialist modernization.

UNITED NATIONS, Nov. 4 (Xinhua) -- China supported the core role of the United Nations in promoting and coordinating the reconstruction in Afghanistan, its deputy envoy to UN Wang Min said here Thursday.Addressing the General Assembly on the situation in Afghanistan, Wang said the reconstruction in the country has made headway, but is still confronted with many challenges, "which call for continued efforts by Afghan people and government, and sustained attention and support of the international community.""We appreciate what has been done by the United Nations in promoting Afghan reconstruction and support UN's core role in coordination," Wang said.He said that to achieve peace and stability, the Afghan government and people need to be in a driver seat in order to achieve the goal of Afghanistan run by Afghans themselves.Besides, to move ahead the Kabul process, balanced efforts should be made in economic development, security and stability, national reconciliation, good governance, the rule of law and fight against drugs so that new progress can be made, he said.The international community should continue to help the government of Afghanistan enhance its capacity for national security and facilitate the building of its military and police forces"China is very concerned over the deterioration of the security situation and the increase of security incidents which results in high civilian casualties," Wang said, adding that the transfer of security responsibility should be proceeded by ensuring the country's security and stability.He said on the basis of the respecting Afghan independence, sovereignty and territorial integrity, the international community should honor its commitment to assisting this country in the spirit of the consensus reflected in the communiqu of the International Conference in Kabul held in July."The international community should align its assistance with Afghan national strategy and the priority areas identified by the Afghans," the ambassador said.He also called on the international community to pay more attention to Afghanistan's fight against narcotics and help it implement the national strategy for narcotics control.As a friendly neighbor, China actively supports, facilitates and engages in Afghan reconstruction, Wang said.From 2002 to 2009, China has provided more than 900 million yuan (some 135 million U.S. dollars) of grant assistance, canceled 19.5 million U.S. dollars of mature debts and built seven projects.Since January this year, China has provided additional 160 million yuan (some 24 million U.S. dollars) grant assistance in such fields as infrastructure, health care, sanitation and education. The two countries exchange letters on zero-tariff treatment to certain Afghan exports to China, which cover more than 4,000 items.In addition, China will continue providing training to Afghan professionals, executing more projects and extend its help to the most urgently-need areas in the country, Wang said.

  

TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it. In the past few years, we have provided training programs to people from least developed countries and worked with them in programs to cope with climate changes," Xie said.However, Xie strongly argued that developed countries should actually add new money in the fast start fund as a majority of current identified fast start fund was in fact included in the existing Official Development Assistance (ODA).
