They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go.
