SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. McManus is charged with 64 counts and is facing more than 40 years in prison if convicted. Schrock is charged with 62 counts and also faces more than 40 years in prison, Stephan said. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. Most of the money obtained from the state ended up in the pockets of McManus and Schrock, the District Attorney's office said. San Diego's District Attorney held a news conference Wednesday morning. SAN DIEGO (KGTV) -- A San Diego State University study abroad student and a University of San Diego graduate student have both tested positive for the coronavirus, the universities announced Friday.The SDSU student was studying abroad in Italy and recently returned home to the United States. The student is self-isolating at his home outside of San Diego County, the university said in a release.They added that the student visited two off campus offices for a brief period of time, and did not attend any classes."Due to the student's limited contact with the campus, we consider that the risk to the greater SDSU campus community is low," said Wilma Wooten, M.D., M.P.H., County public health officer.A graduate student at the University of San Diego also tested positive for the virus, the university said Friday in a tweet. SAN DIEGO (KGTV) - A strong series of earthquakes struck Baja California Monday morning, but was felt throughout San Diego, according to United States Geological Survey data.The first tremor,was reported at 8:09 a.m. and was centered in San Vicente, Mexico -- about 93 miles south of San Diego, according to the USGS. The quake registered 4.4-magnitude.The jolt was followed by two more in quick succession at 8:30 a.m. and 8:31 a.m., both registering 5.2- and 5.1-magnitude respectively, USGS reported.No known injuries or damage have been reported.Various people reported feeling the quake all over Southern California, including numerous locations in San Diego, some as far north as Escondido and east in El Centro. 727

  

SAN DIEGO (KGTV) - Amid the recent protests, a woman once known as the "fugitive soccer mom" is now shining a spotlight on the story of another mother.Among those taking a stand against racial injustice is a small group holding up signs supporting a woman you likely haven't heard about."It serves no purpose to have her in prison," said Susan LeFevre.LeFevre, one of the women holding a sign, is someone you likely have heard of. For more than three decades, the Carmel Valley mother of three had lived a double life, as Marie Walsh.At the age of 19, she was sentenced to 10 to 20 years for a heroin sale in Michigan. Fourteen months later, she climbed a prison fence and began a new life. A police tip led to her arrest and a tidal wave of publicity. More than a year later, she was released from a Michigan prison."I feel bad about the effect on my whole family. We're doing better the last couple of years," said LeFevre.LeFevre says so many years later, her family is still healing. She and her husband divorced several years ago. Since her release, LeFevre, who now lives in Pacific Beach, has advocated for non-violent offenders with long sentences, including a woman she bonded with during the second prison stay: Tracy Cowan, a single mother of three who was sentenced to 20 to 40 years after shes says a bag of drugs belonging to her boyfriend dealer was found in her basement. Cowan has served 18 years."Racism is putting people like Tracy (in prison), ripping her from her children, two of them ended up homeless," said LeFevre.LeFevre says Cowan didn't have the resources to defend herself, a familiar reason for the disproportionate prison rates for African Americans."Eighteen years is absurd when murderers are getting out before her. That's why I'm trying to bring attention to cases like hers.
