LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. Across Ventura and Los Angeles counties, the heaviest rainfall is expected late Tuesday and Wednesday morning, affecting the Thomas, Hill, Woolsey, Stone, South, Creek and La Tuna burn scars, according to the NWS. Peak rainfall rates are expected to range between a half-inch and 0.80 inches per hour. There is the potential for isolated thunderstorms, which could produce higher hourly rates, forecasters said. The flash flood watch will be in effect from 6 p.m. Tuesday until 11 a.m. Wednesday. The man recording the video says the unconscious man had just suffered a seizure, Los Angeles ABC-affiliate KABC reported.The man in the suit then grabs the unconscious man's belongings and tosses them off the train and returns to his seat.The man recording the video argued with the man in the suit about what he had done. The two of them continued to argue for about five minutes before the man in the suit gets off the train to check on the unconscious man.Medics eventually arrive to help the unconscious man, who was taken to a nearby hospital.
