This year, 24 people died in DUI-related incidents compared to 17 in 2018. In San Diego County, 81 people were arrested over the July 4 holiday. (KGTV) — A bill that aims to end the retail sale of dogs, cats, and rabbits in California is heading to the state Senate.Assembly Bill 2152, known as "Bella’s Act," would prohibit the retail sale of dogs, cats, and rabbits, but still allow stores to partner with rescues and shelters for adoption events. The bill also stops pet stores from receiving any money from adoption transactions or from using the store or its resources in connection with adoption events.Assemblymember Todd Gloria, who introduced Bella's Act in February, said the bill is meant to crack down on those who got around the first attempt by the state."When we have animals in California who are still being bred and raised in unhealthy and inhumane conditions for profit, we cannot turn a blind eye," Gloria said in a release earlier this year. "Bella’s Act will fulfill our promise to end the inhumane puppy mill industry by officially prohibiting the retail sale of dogs, cats, and rabbits in California and encouraging pet retailers to partner with rescue groups and shelters. (KGTV) -- A suspect in the freeway shooting death of a San Diego man was arrested following a standoff at a San Diego hotel, California Highway Patrol officials announced Monday.Vincent Dulay Deguzman Jr. faces charges in connection with the June 7 death of 47-year-old San Diego resident Jessie Garcia Sr., CHP officials said.According to the CHP, on June 7, Deguzman and Garcia were in a Kia Altima on southbound Interstate 5 in Irvine when Deguzman, who was behind the wheel, allegedly shot Garcia and then abandoned the rental car south of Culver Drive, where it was found on the shoulder with the body next to the vehicle at around 7:33 a.m.On June 11, CHP investigators identified Deguzman as the suspect in the case and obtained a warrant for his arrest.Investigators collaborated with the San Diego Fugitive Task Force and tracked Deguzman to a Hilton Garden Inn in San Diego.CHP officials said, “Deguzman barricaded himself inside a hotel room and a stand-of ensued.”Deguzman eventually surrendered without incident and was taken into custody.Deguzman was booked into Orange County Jail on suspicion of murder and being held without bail.CHP officials did not release any information on a possible motive in the case. 1234
