EMERSON, Iowa — While many in Southwest Iowa saw the strongest of Friday's thunderstorm, one Emerson couple watched a funnel cloud spin from the cloud outside their home.Larry and Marlene Skalberg, who live right just east of Emerson, have lived in their house for 39 years. They've experienced storms throughout the years but never saw one up close like Friday's storm that created a funnel cloud right outside their front door. "It was just neat to watch it and how it formed and then how it started to get smaller and then it just disappeared," said Marlene. Marlene said she got an alert on her phone about a tornado warning that advised people in the area to take cover, as northeastern Mills County was under tornado warning for part of the afternoon. She started heading towards the basement, but her husband Larry grabbed a chair, a beer and headed for the front lawn."He was like, 'look! A tornado! Go out on the lawn and take pictures!' So there I am out on the lawn just taking pictures and I'm like, 'what if the tail just comes down and takes?' " said Marlene.Larry wasn't worried. He said he enjoys watching storms brew and has experienced several tornadoes in Iowa, Oklahoma and Kansas. "I like to watch storms coming in and the clouds forming. I always have since I was a little kid," said Larry. "I enjoy storms. But if the funnel cloud had touched the hill...well that's a different story." 1436

Farmers across the country are hard at work preparing their summer harvest. After a devastating spring, they're seeing the market may be picking back up."We did see kind of a dip in produce buying in that mid-April period, a pretty significant dip in produce buying. But we began to normalize and climb out of that dip as we headed into May," said Ian Lemay, the President of the California Fresh Fruit Association.Lemay said farmers are now cautiously optimistic about the summer harvest, which is full of stone fruits like peaches, nectarines and plums."As long as the consumer has been able to make it into the grocery store, which as shelter in place has been eased, we've seen a bit more of a normalization of purchasing habits," Lemay said.When the COVID-19 pandemic first hit, some farmers were forced to throw out their crops or leave them in the fields to rot as supply chains crumbled, and demand quickly shifted. Some farmers can adjust their crops according to demand. Others, like stone fruit growers, have permanent crops like trees and vines that will produce fruit no matter what is happening to the market."We don't have the ability to throttle back or stop the harvest," said Tricia Stever Blattler, the Executive Director of the Tulare County Farm Bureau in California. "A permanent orchard that grows stone fruit like nectarines and peaches, plums or grapes, and certainly we can't tell our dairy cows to stop giving milk."Blattler said packing houses are facing longer production times due to new COVID-19 safety processes, but they're still able to put out plenty of produce. She is concerned, though, that the economic downturn will affect what shoppers buy at the grocery stores."Specialty produce, fresh eating produce will suffer and be less chosen. Less than it would in a good economic cycle," Blatter said. "People are going to buy the canned goods and more affordable choices at the grocery store and maybe skip some of those items that they see to be a little bit pricier like specialty crops."Farmers will also be at the whim of international markets, as many export up to 40% of their produce. The California Fresh Fruit Association is also hopeful that schools will be open in the coming months, as much of their fruit goes into a number of school lunch programs."We're hoping that meaningful plans by different educational institutions can be laid out, and maybe schools are back operating this fall," Lemay said. "We obviously like to get fresh fruit in the hands of children, and if they're not in school, it gets a little bit more difficult."As for what the near future holds for produce farming, many are hopeful that demand will continue. 2686

ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. It would be quite the challenge,” said Daniel England, the corporate chef behind Union Kitchen and Tap in Encinitas and other restaurants.England said he would not consider renting a building for a restaurant if it lacked natural gas.RELATED: Encinitas restaurant fined for allowing customers to dance“As a chef, it’s something we’ve been trained on from day one from culinary school. I couldn’t imagine cooking without natural gas. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. Federal authorities filed a lawsuit against a New Jersey landlord who allegedly demanded sexual favors from low-income tenants in exchange for housing assistance.On Wednesday, the Department of Justice filed a sexual harassment lawsuit against 73-year-old Joseph Centanni, who owns hundreds of rental units in and around Elizabeth, for "violating the Fair Housing Act by subjecting tenants to sexual harassment" since at least 2005.“The Fair Housing Act protects the right of all persons in our nation to rent a home without suffering sexual exploitation at the hands of abusive landlords. Demanding sexual favors from tenants, especially those who are financially vulnerable, is illegal,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division in a statement. “The Fair Housing Act protects tenants from sexual harassment and retaliation by their landlords, and the Justice Department will hold accountable those who engage in such cruel, depraved, and illegal conduct and will work tirelessly to obtain relief for their victims.”The complaint alleges Centanni demanded that current and prospective tenants provide him with sexual favors in exchange to keep their place or a reduced rate in rent, and threatened to evict anyone who rejected his advances.“No one should ever be forced to provide sexual favors, or otherwise endure sexual harassment, as a condition to keep or obtain housing,” U.S. Attorney Craig Carpenito said in a statement. “Sexual harassment in housing is illegal under the Fair Housing Act, and we will vigorously enforce this federal law to end this depraved type of behavior.”According to the complaint, one victim said she approached Centanni last year because she was having problems paying her rent. He said he'd help her with rental assistance, and she asked what she needed to do in exchange."He then brought her to an empty apartment," the court documents alleged. "There, he asked her for a massage and exposed himself. He then subjected her to unwanted sexual touching by using his hands to move both of hers to touch his testicles and penis as she said words to the effect of 'no' and 'don’t do that.'" Afterward, Centanni helped the woman apply for rental assistance, the lawsuit claims.Another woman said she went to Centanni last year stating she was having problems finding another place to live after agreeing to move out, the lawsuit alleges.The lawsuit states Centanni then took the woman to an empty storage room, after asking the tenant how badly she wanted to stay in her apartment.“There, Centanni exposed himself and asked for oral sex,” federal prosecutors allege. “Because she felt like she had no choice, the tenant submitted to Centanni’s sexual demand. After this incident, Centanni allowed her to stay in her apartment.”According to the complaint, Centanni participates in the federal Housing Choice Voucher Program (also known as “Section 8”) and receives approximately 2,000 each month in federal voucher payments. 2998
