BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said.The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. The EU-China Year of Youth was jointly initiated by Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso at the 12th EU-China summit held in 2009."The Year will provide an interactive platform for European and Chinese young people to enhance mutual understanding and friendship through creativity, tolerance and openness. We hope they can open a new page of people-to-people contacts between Europe and China," said Wang Xiao, President of the All-China Youth Federation.Wang led a delegation of 100 Chinese young people who arrived in Brussels earlier this week to meet with their 100 European counterparts for the first time.The 200 young representatives from the EU and China also exchanged ideas on a variety of issues including volunteering, mobility, culture and creativity prior to the opening ceremony. BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. CHENGDU, Dec. 5 (Xinhua) -- A spreading grassland fire in a mountainous Tibetan region in southwest China proved deadly when it trapped soldiers and local residents trying to put out the blaze. By Sunday night, at least 22 have been killed and three severely burned, local officials said.The wild fire was raging through a grassland atop a plateau some six kilometers from the county government seat in Daofu County, Tibetan Autonomous Prefecture of Garze, Sichuan Province. About 500 mu (33.3 hectares) of the grassland has burned, while 200 mu (13 hectares) is still on fire, a source with local fire-fighters told Xinhua."The fire line stretches several kilometers long. As it darkens at night, most fire-fighters have retreated to the camps." Yang Hao, a senior local fire-fighting official told reporters. "However, we are still closely monitoring the situation."Prairie fire is seen in Daofu County in southwest China's Sichuan Province, Dec. 5, 2010. At least 22 people have been killed in the prairie fire.About 2,000 people have joined the fire-fighting efforts. Sichuan Governor Jiang Jufeng led a work-team to Daofu, some 580 kilometers from provincial capital Chengdu, late Sunday night. An emergency medical team is also the en route to Daofu from Chengdu.Local officials said the grassland fire broke out at noon on Sunday and was brought under control at about 3 p.m. However, gusting winds boosted the flames and trapped people fighting the fire.Of the 22 fatalities, 15 were soldiers, two were workers with the grassland administration while five others were local civilians, officials said. Three of the severely injured have been rushed to hospitals.Gusting winds ebbed anew late Sunday night, providing favorable conditions to put out the flames, fire-fighters said.

HOHHOT, Jan. 2 (Xinhua) -- Chinese Premier Wen Jiabao has stressed that herdsmens' living standards should not be lowered as the nation strives to conserve the grasslands.Wen made the remarks during a two-day tour to Xilingol, Inner Mongolia Autonomous Region, that ended Sunday.From the beginning of this year, China is giving financial assistance to herders for their efforts to conserve grasslands and to compensate them for their losses.China's pastoral regions are vast and have great development potential. The development of animal husbandry not only helps herders improve their living standards but also concerns cities' non-staple food supply, the Premier said."Periodic bans are an important step to restore the grasslands. They should be implemented gradually. Herders' living standards should not be lowered and pastoral regions' supply of beef and mutton should not be reduced during the process," he said.Officials should visit yurts to discuss the policy with affected herders, Wen said while inside a yurt, a traditional Mongolian tent.He called on authorities to devise policies for the sound and fast development of pastoral regions, on the basis of the new reward-compensation mechanism.He urged local governments to make more efforts to improve grass seeds, livestock and irrigation systems, to provide vocational training for herders and to facilitate the modernization of stock breeding and pasture areas.
