OCEANSIDE, Calif. (KGTV) -- In a 5-2 vote Tuesday night, the Tri-City Medical Center's board of directors voted to suspend, indefinitely, care in its inpatient behavioral health unit. The Tri-City Healthcare District has operated a Behavioral Health Unit (BHU) for a number of years and a Crisis Stabilization Unit (CSU) since 2016. The CSU is already closed. According to an administrative staff report, the BHU averages roughly 12 patients per day.The unit provides critical care to a vulnerable population those who are suicidal or suffering from severe mental illness, but the board says keeping it open without making the required building changes could put those patients at greater risk. Tuesday night the Tri-City Healthcare District cited changes in federal regulations as one of the main reasons they will need to suspend services. Those regulations require hospitals to remove all "ligature" risks from rooms - or features that patients could use to hang themselves. The board said that the hospital's "drop" ceilings do not meet the requirements. At least one estimate put the cost to replace the ceilings at million dollars.Upgrading the ceilings is one item on a list of costly projects, a spokesperson for Tri-City Medical Center told 10News.  The overall renovation project will cost .5 million, which include updates to the HVAC system and making other upgrades to the facility to meet current ADA requirements.The board also says there's a shortage of psychiatrists and a budget shortfall in that ward of roughly million. "The patients made our argument for us," said Livingstone referring to a patient recently saying she waited 48 hours to be seen.Livingstone went on to say, "You're concerned about a 45 minute drive for a mental health crisis, try a 45 minute drive if you're actively having a stroke and your brain is dying."As the energy in the room grew tense, the board reminded the public that suspending the unit gives the hospital the option to re-open it if a solution is found.The suspension, which could last up to one year, means that any North County residents or "5150 transports"  will be sent to hospitals much farther away. Police and sheriff's deputies say the added time it will take to transport "5150 transports" - or psychiatric patients - to Palomar Hospital in Escondido or San Diego County Mental Health will impact every neighborhood. "With the closure of your facility that will increase probably three to five hours, that's an officer off the street in your city- do you want that?" said La Mesa Police Captain Ray Sweeney.Captain Sweeny told the board roughly one in five adults experiences mental illness each year.A man who battles severe mental illness told the board that the psych unit at Tri-City has saved him countless times. "When I get to the hospital everything changes," he said. "From the moment the first nurse touches my arm, I feel like I'm being touched by an angel."  Some doctors spoke in favor of the move; saying the entire staff supports the decision to suspend the psych ward, but increase outpatient services.The unit is scheduled to close on October 2, 2018. 3558

(CNS) - A 23-year-old man was behind bars Friday on suspicion of using a pellet gun to break the window of an Oceanside business that had put up a sign supporting the Black Lives Matter movement, police said.Steve Soto, 23, of Carlsbad allegedly drove by Bliss Tea & Treats, 301 Mission Ave., around 7:10 p.m. on June 4, then fired a pellet gun out the window of his vehicle, shattering a window at the business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.Surveillance video helped detectives identify the vehicle used in the crime and Soto, who was arrested Wednesday evening at an undisclosed location, the sergeant said.Soto was booked into the Vista Detention Facility around 7:40 p.m. Wednesday on suspicion of vandalism, attempting to dissuade a victim or witness from testifying and assault with a deadly weapon, according to jail records.The assault allegation stems from an incident during which Soto is accused of shooting a disabled man in the face with a pellet gun, McKean said.Soto was being held in lieu of ,000 bail pending arraignment, scheduled for July 31. 1250

The brew is described as smooth beer brewed with Simcoe and Amarillo hops for a piney foundation and dry-hopped with Citra and Centennial hops for an orange aroma with hints of grapefruit."Tony Hawk is such an icon; we wanted to partner with him to create something authentic to connect with skate fans and skateboarders. Often as long-winded and cumbersome as its title, "The Personal History of David Copperfield" sputters at times but manages to make you feel good while you're sort of bored.In many ways, it's the ideal pandemic movie. The timeless, Job-like tale follows a put-upon man who is subject to one ludicrously unfair situation, managing to thrive by maintaining his faith in himself.Director Armando Iannucci ("In the Loop," "The Death of Stalin") has a clear love for the 1850 Charles Dickens source material. Maybe he has too much reverence for every laborious twist and turn of the gigantic novel, which seems more comfortable in a miniseries format rather than a tight two-hour package.You could hardly dream up a better cast. Dev Patel thrives in the lead role as adult David, granting him a can-do attitude that makes him easy to get behind amid all the challenges he faces.Hugh Laurie is deliciously cantankerous as the ne'er do well Mr. Dick, and Tilda Swinton is regal as Betsey Trotwood, whose own riches-to-rags tale echoes that of David.The producers assembled a refreshingly diverse cast to tell the old tale, and the choices largely make sense in historical context. Played by a man of Indian descent, the subtle racism and structural disadvantages David faces are all the more searing and impactful when they're based not on happenstance but partially on skin color.If only the story itself was injected with such reimagination. While the costumes and set design are exquisite, there's a stolid and creaky feel to the show that recalls a stuffy theatrical repertory production. Even at its best, Dickens is dense and bulky, and without much effort to recast and slim down the storylines for modern times, it's easy to get hopelessly lost amid the barrage of plodding plot developments.Despite its flaws, the film is a welcome sight for sore, theater-deprived moviegoers jonesing for a reason to grab a soda and bucket of popcorn and get back to the old routine.
