BANGKOK, Nov. 29 (Xinhua) -- The Chinese military will adopt a more open and cooperative attitude when developing friendly ties with Thailand's armed forces, a senior Chinese defense official said Monday.Ma Xiaotian, deputy chief of the General Staff of the People's Liberation Army of China, made the pledge at the 9th Defence and Security Consultations between the Chinese and Thai Defence Ministries.Complex and profound changes are taking place in regional situations, said Ma. It is the responsibility of governments and armed forces in the region to enhance international cooperation, jointly cope with challenges, safeguard regional peace and stability to create favorable security conditions for common development, Ma said.The Chinese military is willing to boost in-depth, wide-ranging and all-dimensional ties with Thailand, building upon past achievements, Ma said.General Kittipong Keskowit, permanent secretary for defence of Thailand, hailed the long-lasting friendly cooperation between Thailand and China.He also expressed Thailand's willingness to continue carrying out close military exchanges and cooperation with China so as to contribute to the eternal friendship between the two countries and to the peace and stability of the region.During the event, Ma, on behalf of the Chinese military, donated 20 transport speedboats to Thailand to support its fight against the current floods.Ma arrived in Thailand on Saturday for a three-day visit at the invitation of the Thai Defence Ministry.

BEIJING, Jan. 7 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Friday called for improving the management and supervision of China's state-owned assets and promoting the development of state-owned enterprises (SOEs), to preserve and increase the value of state property.Chinese state assets management and supervision authorities should work to improve monitoring systems and boost the scientific development of state-owned economies, as Chinese SOEs will face the "pressing task" of reform and development over the next five years, Zhang told a national conference on state assets supervision and management.Chinese SOEs progressed rapidly in the previous five years, he said, adding that state-owned economies play an important role in the development of the Chinese economy.Zhang urged state assets management and supervision authorities to further improve the organizational and legal systems, accelerate the reform of SOEs, and transform the development pattern of SOEs, which are responsible for taking the lead in China's scientific innovation and making contributions to the nation's development.

BEIJING, Nov. 17 (Xinhua) -- China and Chile celebrated the 40th anniversary of bilateral diplomatic ties at a reception here Wednesday.Chinese State Councilor Liu Yandong and visiting Chilean president Sebastian Pinera attended the reception, which was held by Chilean Embassy.China was ready to take the opportunity of this anniversary to push forward Sino-Chilean relations, Liu said when addressing the reception.Noting Chile was the first Latin American country to establish diplomatic ties with China, Liu said the Chinese government attached great importance to developing the bilateral ties from strategic perspective.Pinera, on his first China visit since taking office as Chilean president in March, expressed the willingness to expand cooperation and friendship with China, and he hailed the progress made in bilateral cooperation since the two countries forged ties in 1970.Chile is China's second biggest trade partner in Latin America and China is Chile's biggest trade partner. Bilateral trade last year rose 2.1 percent to 17.72 billion dollars.China and Chile forged a comprehensive cooperative partnership in 2004.

  

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.

  

YAOUNDE, Jan. 13 (Xinhua) -- Visiting Chinese Vice Premier Hui Liangyu has met here with Cameroon's Prime Minister Philemon Yang with both vowing to further develop bilateral ties.During their meeting on Wednesday, Hui said since the establishment of diplomatic ties between China and Cameroon 40 years ago, the peoples of the two countries have stood together through thick and thin and enjoyed the steady development of bilateral ties featured with political mutual trust, frequent exchange of high-level visits and increasing volumes in bilateral trade.Hui said the friendly cooperation ties between China and Cameroon are in the fundamental interests of the two countries and the two peoples and contribute to the common development of the two countries.He said China is willing to work together with Cameroon so as to push the bilateral ties to a new high.Hui also made five-point proposals on developing the China- Cameroon ties which include further consolidating the political foundation of bilateral ties and continuing to understand and support each other on the important issues of core interests and common concern, further expanding economic and trade cooperation with China continuing to encourage its enterprises to cooperate with Cameroon in the sectors, among others, of infrastructure construction and air transportation, boosting agricultural cooperation and explore the ways and means of strengthening and deepening agricultural cooperation between the two countries, enriching the people to people and cultural exchanges of the two countries and considering to sign the new implementation plan of the cultural accords between the two governments at an appropriate time and strengthening the cooperation and coordination between the two sides in international affairs and working together to maintain the interests of the developing countries.For his part, Philemon Yang said in the past 40 years, Cameroon has always regarded China as a friend that can be trusted and the two countries have conducted cooperation in various areas.The prime minister said that his country is pleased that China has kept creating economic miracles, and that China has shared its development achievements with the world so as to realize the win- win.Philemon hoped that China will provide more aid to Cameroon in the sectors of irrigation works and highway construction.After their meeting, Hui and Philemon attended the signing ceremony of four accords including the economic and technology cooperation accord between the two governments.
