SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738

SAN DIEGO (KGTV) – It's exploding in the wellness industry, but is CBD safe? 10News visited a San Diego lab that tested CBD products for ingredients like pesticides and heavy metals. The results were surprising to lab personnel. Shelby Huffaker is the lead cannabis educator at Torrey Holistics in Sorrento Valley. The licensed dispensary recently conducted its own CBD study to show customers just how unreliable the open market can be. "We collected about a dozen different products from various locations around San Diego and also on the internet," she tells 10News. Torrey Holistics collected samples from places like farmers' markets, grocery stores, and the internet. The company bought CBD products such as lip balms, caramels, creams, and bath bombs, then sent to San Diego's Infinite Chemical Analysis Labs. "It's pretty busy right now with it being harvest time," says David Marelius, Ph.D. He's the co-founder of Infinite Chemical Analysis Labs, which tests cannabis and related products. "People are definitely trying to take advantage of the CBD boom right now," he adds. Both CBD and THC come from the cannabis plant, but CBD does not have the psychoactive properties that give you the feeling of being high. CBD received praised for claims of health benefits like reducing anxiety and inflammation. According to Infinite Chemical Analysis Labs, none of the CBD samples purchased on the internet by Torrey Holistics had any CBD in them. Dr. Marelius tells 10News that the majority of the overall samples didn't meet their packaging claims. He adds that the products' potencies were off, and one product had almost 70% less CBD in it than what it advertised. Three of the products reportedly failed for pesticides, although the levels were so low that they likely weren't harmful. "It's kind of the wild west out there," says Sally Greenberg with the National Consumers League. Greenberg tells 10News that CBD sellers often exaggerate the benefits of CBD without having the science to back up the claims. "[They say] that they cure cancer or treat Alzheimer's or treat AIDS," she adds. The National Consumers League is advocating for federal oversight from the Food and Drug Administration, which currently doesn't regulate most CBD. In California, the Bureau of Cannabis Control tests CBD that's sold in licensed dispensaries, like Torrey Holistics. "You're going to want to look for a Batch number or UID number. That ensures that we're able to match the testing results with that specific product," says Huffaker. The dispensary is hoping that the lab results will highlight the importance of researching your CBD before buying. "Everything carried in a licensed cannabis store is going to have to be verified [and] vetted by the dispensary [to be sure] it has gone through the necessary testing," adds Huffaker. SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381

  

SAN DIEGO (KGTV) -- It will take about a month to get the old Family Courthouse in downtown San Diego demolished and the area cleaned up, and once it’s gone, work will begin on what will replace it -- brand new affordable housing units.Piece by piece, the building that once heard divorce, custody, and other domestic issues was torn down. In its place will be a new eight-story building with 120 affordable housing units at the corner of Sixth Avenue and Cedar Street.While it’s been vacant, it was used as a temporary shelter for migrant families seeking asylum. Soon it will become home to senior citizens and other families.To be eligible for this affordable housing, a household must make less than 60% of the area median Income. For San Diego, according to the San Diego County website, it is less than ,000 for one person.County Supervisor Nathan Fletcher said the location plays a big part in this project.“Everyone one wants affordable housing as long as it's not near them, but we know this is where housing needs to go. This location is in an urban environment in a downtown setting along transit corridors, walking distance to services is where we need to go,” Fletcher said.After the building is demolished, the next step in this project will be to get community input on the design of the unit.
